ITEM 1. TRANSPORTATION FORUMTriangle Transit will host transportation forum about the possibility of an East Wake express bus service on Thursday, March 5th at 6:00 p.m. in the Wendell Courtroom. This meeting is conjunction with an online public survey (available at
http://www.gotriangle.org/ewake/index.html), which will be open until March 13, 2009.
The purpose of the meeting (and the survey) is gauge public interest in mass transit. Much of what TTA is planning is modeled after the new bus service created in Wake Forest, which started in July.
If Triangle Transit starts a service in eastern Wake County, it will need a financial commitment from the three towns and/or possible other partners. Wake Forest leaders committed $70,000 in the first year of the project, although that was offset by federal funds.
TTA held similar forums in Knightdale on February 9th and in Zebulon on February 12th.
ITEM 2. PRESENTATION OF ETJ EXPANSION REQUEST TO LEGISLATIVE DELEGATION ON FEBRUARY 23RD Mayor Broadwell, Manager Bone and Planner David Bergmark attended a meeting of the legislative delegation on Monday, February 23rd to once again present the town’s request for a local bill allowing for expansion of the town’s ETJ. ITEM 3. RESULTS OF THE BOARD OF ADJUSTMENTS MEETING
On February 25, 2009, the Board of Adjustment met in the Wendell Courtroom to discuss two requests for variances to the Wendell Zoning Ordinance. Both of these cases were continued from the February 12th meeting. The first case (V09-01) was a request by Gloria Crews for a variance from sections of the zoning ordinance covering non-conformities, district dimension requirements, and street access in order to build an addition onto the north side of her home. The second case (V09-02) was a request by Quality Equipment LLC for a variance from sections of the zoning ordinance covering maximum allowed signage and signage height requirements in order to construct an additional sign in front of the new John Deere facility on Three Sisters Road. Based on the findings of fact for this case, the Board of Adjustment unanimously approved both variance requests.
ITEM 4. SUP APPLICATTION WITHDRAWN
One of the Special Use Permit applications scheduled for public hearings on March 9th has been withdrawn (SU09-03 – Request to operate a Church/Training Center in a portion of a building at 4168 Wendell Boulevard). The applicants are, apparently, looking for another location in Wendell.
Application # SU09-02 (a different application for another church in the same shopping center) is still scheduled for a March 9th public hearing.
ITEM 5. POSSIBLE FARMER’S MARKET
Representatives of the town, Chamber of Commerce and Women’s Club met yesterday to discuss shared interests in the possible creation of a Wendell Farmer’s Market in the town-owned parking lot beside the Women’s Club. The Town of Wendell Comprehensive Plan includes this concept at this location.
The farmer’s market would be held seasonally on Saturday mornings. A presentation about this concept is tentatively scheduled for the March 9th Board of Commissioners meeting.
ITEM 6. ADVISORY BOARD APPOINTMENTS
In order to comply with the adopted Rules of Procedure, the following dates are tentatively established for appointment to the town’s advisory boards (to be effective July 1, 2009):

March - The town clerk advertises opportunities for service at the beginning of each year.
April 3rd deadline - Interested citizens fill out applications for nomination and return them to the town clerk.
The town clerk enters all of the applications into a tracking table, which lists the names of citizens and the boards for which they wish to apply. This document is an internal document used by the clerk’s staff for tracking purposes.
April 15th deadline - A letter is sent to applicants acknowledging receipt and thanking them for their application.
The town clerk fills-out the advisory board vacancies chart, which lists boards with openings and the schedule for consideration of appointment by the council. This chart is an internal document used by the clerk’s staff for tracking purposes.
April 27th Board of Commissioners meeting - Nominations for a vacancy will be made at a Board of Commissioners meeting.
Applicants who are nominated will receive notification acknowledging their nomination and noting an approximate schedule of appointments by the Board of Commissioners.
May 26th Board of Commissioners meeting - Consideration of appointments. Voting on advisory board appointments will be done by written ballot.
Nominees must receive an affirmative vote from a majority of the board members present and voting to be appointed. After each round of balloting, votes will be counted to determine if sufficient votes have been received by candidates for appointment.

ITEM 7. INFORMATIONAL MEETINGS ABOUT THE DRAFT WENDELL PARK MASTER PLAN – THURSDAY, MARCH 12TH AND THURSDAY, MARCH 26TH
Informational meetings about the draft Wendell Park Master Plan will be held on Thursday, March 12th and Thursday March 26th from 6:00 p.m. until 8:00 p.m. The meetings will be “floating meetings” so that citizens can come anytime during that period to see the draft master plan and provide some feedback about the plan.
A Master Plan Facility Survey will also be available at the meetings (and at the park, in general) for input. Such a survey will be a necessary if the town pursues a Parks and Recreation Trust Fund (PARTF) grant down the road.
Consideration of the park master plan is scheduled for the April 13th Board of Commissioners meeting.
ITEM 8. ADDITIONAL RECREATION DEPARTMENT NEWS
Registration for the town’s Co-ed volleyball program is currently underway. Participants ages 17 years old and up are welcome. The entry fee per team is $250. Entry forms need to be turned in by March 24th. A coaches meeting will be held on Thursday March 26th at 7:00 p.m. to discuss rules and, potentially, hand-out schedules. Individuals are welcome to sign up. Each team must have at least 3 women.
The Recreation Department staff reports that 41 teams have been established for the spring sports period. This is the same number of teams the town has last year in the various age groups of T-ball, coach-pitch, baseball and softball. At least 467 children are registered for these spring sports.
The Town of Wendell is offering a new program for ages 13 and up – a waffle ball tournament. The tournament will be held on the weekend of March 28-29, 2009. Teams may consist of male and female players, with no more than ten per team. Team registration is $60 per team. The deadline to register is March 24, 2009.

The Wendell Historical Society is in the process of developing a web site. The web site address is

A ribbon-cutting was held yesterday at Interior and Exterior Designs on Main Street. The store, which has been open for a couple of months, has accessories and furniture for sale and also has a construction aspect of its business that handles remodeling / renovations.
The Town of Zebulon will have an open house for its new town hall on Saturday, March 14th from 1:00 p.m. until 4:00 p.m.
The town is currently seeking proposals from qualified insurance brokers interested in providing health related benefit services to the town. Proposals must be received by 2:30 p.m. on Tuesday, March 17th.
The Wendell Police Department will be involved in a Charity Softball Tournament on March 28, 2009 Zebulon Community Park. All money donated and raised will be given to the 200 Club of Wake County, an organization dedicated to providing immediate financial help for the spouse and children of police officers, sheriff deputies, firemen, EMS squad members and NCSHP serving in Wake County who lose their life in the line of duty.

Neuse River Update

Dear Friends,
In September of 2008, the U.S. Environmental Protection Agency (EPA) issued an official decision document on the cleanup of PCB chemical contamination at the Ward Transformer Site, located adjacent to the Raleigh airport and headwaters of Brier Creek. The official document is the Record of Decision (ROD) and requires the parties conducting the cleanup to take various actions. In this case, the contamination extends well beyond the boundaries of the immediate site. Our ongoing concerns surround how the planned cleanup would address the contamination in waters downstream of the initial source -- including the Neuse River and its tributaries -- and who will pay the ultimate price of the work that must be done to ensure a safe and healthy environment.
Please join us for a public information meeting to learn more about how the chemical contamination affects you and alternative methods for eliminating the pollutant in our water.

During the public meeting hosted by the Neuse RIVERKEEPER® Foundation, you will have an opportunity to view maps and images of the project and associated sites, learn why we continue to be concerned about the EPA’s decision, and find out what you can do to help ensure the use of appropriate and protective measures to address the toxic legacy of the Ward Transformer Site. The Neuse RIVERKEEPER® Foundation’s technical consultant Dr. Peter deFur will present information about the EPA’s proposed solution. Dr. deFur is president of Environmental Stewardship Concepts and an Affiliate Associate Professor and Graduate Coordinator in the Center for Environmental Studies at Virginia Commonwealth University, where he conducts research on environmental health and ecological risk assessment. Dr. Fred Pfaender of the UNC Superfund Basic Research Program and Drew Cade, Lake Crabtree County Park Manager, will also be available to answer questions about what the EPA’s proposed solution means for our families and our waterways.

In 1979 the Ward Transformer building/reconditioning facility (near the airport) was found to be leaking chemicals to the surrounding areas, including the Unnamed Tributary to Little Brier Creek, Little Brier Creek, Brier Creek Reservoir, Brier Creek and Crabtree Lake. Little was done to clean up the chemical pollution. It was not until 1994 that the first action was taken to address the contamination caused by 20+ years of facility operation, and even now, the work has only really begun.
The main chemicals of concern at the Ward Transformer site are polychlorinated biphenyls, or PCBs. PCBs are combinations of 209 chlorinated compounds that were historically used in electrical equipment (like transformers) as coolants and lubricants. PCBs do not break down quickly, so concentrations increase along the food chain, resulting in human exposure to high amounts if contaminated organisms are consumed. Children and pregnant women are especially susceptible to the effects of PCBs, which include liver damage and cancer in adults and low birth weight and delayed motor skills in infants.
Due to the severity of PCB contamination at the site, the Ward transformer facility, along with the surrounding areas including the upper portion of Brier Creek, has been classified by the EPA as a Superfund Site. It will have more than 150,000 tons of contaminated soil/sediment removed to be safely disposed of off-site or to have the PCBs removed from it by low temperature thermal desorption (LTTD). However, the downstream contamination is being treated as a separate project that is still in the planning phase. Due to public concern, the recent EPA Record of Decision (ROD) includes more investigation and cleanup than in the original Proposed Plan, but the ROD does not address the concerns over PCBs in the reservoir or the lake. The ROD specifically does not address the chemical pollution in Crabtree Lake, thus the fish consumption advisories will remain in effect for the foreseeable future.
Under the current ROD, Brier Creek Reservoir, Lake Crabtree, and Lower Crabtree Creek will have no soil/sediment removal, and will use a form of cleanup called Monitored Natural Recovery (MNR). MNR basically allows the community to sit back and wait as natural processes very slowly degrade the chemical contamination until it is no longer a problem. Dr. deFur has criticized the use of MNR because the practice has not been demonstrated to be effective and has the potential to leave contamination in place, continuing to threaten health and the environment.

Let's get a Reality Check on the Triangle's Growth - Feb. 27
If you had to decide where 1.2 million more people in the Triangle should live and work, where would you put them? This is the task of 300 Triangle leaders who are participating in a Reality Check exercise, sponsored by Triangle Tomorrow and the Urban Land Institute.
On Friday, February 27, come find out how these leaders grappled with this huge planning effort in just a matter of hours!
The public is invited to hear the results -- and the pricetag -- of this planning effort, designed to push leaders to plan for our future. 8:30-11 am (checkin prior) at Meymandi Concert Hall, 2 East South St., downtown Raleigh. Keynote speaker, Robert Grow, will discuss the concept of "Regional Visioning: creating a sustainable future together."
After all, when the county's population doubles in the next two decades, our major roadways will be at or beyond capacity, we will need expanded transit systems, and we'll have to be careful to protect precious open space and water supplies.

ITEM 1. PRESENTATION OF ETJ EXPANSION REQUEST TO LEGISLATIVE DELEGATION ON FEBRUARY 23RD

ITEM 2. POSSIBLE BOARD WORK SESSION WITH HOLLAND CONSULTING
Staff had a good meeting with Dale Holland and Reed Whitesell of Holland Consulting Planners this week. They will have a draft contract for the board to consider at the March 9th board meeting. Staff also hopes to schedule a board work session with the firm in March to help establish economic development goals and priorities.
ITEM 3. WENDELL POLICE DEPARTMENT INVOLVED IN CHARITY SOFTBALL TOURNAMENT
The Wendell Police Department will be involved in a Charity Softball Tournament on March 28, 2009 Zebulon Community Park. All money donated and raised will be given to the 200 Club of Wake County, an organization dedicated to providing immediate financial help for the spouse and children of police officers, sheriff deputies, firemen, EMS squad members and NCSHP serving in Wake County who lose their life in the line of duty (

The teams involved in the tournament include Wendell Police/Fire/Eastern Wake EMS, Knightdale Police, Zebulon Police/Fire Department, Rolesville Police/Fire/Eastern Wake EMS, Wake Forest Police, and Wake Forest Fire Department. All team members must be on the active roster of Police, Fire, or EMS in the town for which they play.
The First Pitch and Opening Ceremonies are at 9am. All family members, friends, etc, encouraged to attend for a day of fun. ITEM 4. STARS IN THE EAST EVENT
The Eastern Wake Education Foundation “Stars in the East” event is scheduled for 6:00 p.m. on Thursday, March 19th at East Wake High School.

ITEM 5. OTHER:
Three of the six new police cars ordered this year were delivered on Thursday. The town had already received one of the cars, and staff expects delivery of the other two cars in the next few weeks.
The Wake County Magistrate’s Office is exploring opportunities to have magistrates for a few hours in each town. A magistrate came to town hall today (from 8:00 a.m. to 11:40 a.m.). It is unclear at this time if this practice will be a short-term measure or long-term strategy.

ITEM 1. BOARD OF COMMISSIONERS RETREAT – TUESDAY, FEBRUARY 17TH FROM 9:30 A.M. TO 4:00 P.M. AT THE OLD ZEBULON COUNCIL CHAMBER BUILDING
The Board of Commissioners retreat will be held on Tuesday, February 17th from 9:30 a.m. to 4:00 p.m. at the old Zebulon Council Chamber Building at 109 East Horton Street (NOT at their new building on Arendell Drive). As with the October 22nd retreat, lunch is planned at Barham’s Restaurant. Board members should receive their agenda packets for the retreat Friday evening.
ITEM 2. FEBRUARY 12TH BOARD OF ADJUSTMENT MEETING CONTINUED TO WEDNESDAY, FEBRUARY 25TH
The Board of Adjustment meeting on Thursday, February 12, 2009 was continued to Wednesday, February 25th at 6:00 p.m., due to the fact that only four Board of Adjustment members were in attendance (five are required). The following two variance requests will be considered at the continued meeting:
A variance request submitted by Quality Equipment, LLC for property located at 901 Three Sisters Road involving §154.103 as it relates to maximum allowed signage per parcel and §154.109 as it relates to maximum signage height requirements.
A variance request submitted by Gloria D. Crews for property located at 20 Hall Street involving §154.125 as it relates to expansion of nonconforming structures and §154.33 as it relates to setbacks.
ITEM 3. REQUEST FOR PROPOSALS FOR HEALTH INSURANCE BROKERS
The town is currently seeking proposals from qualified insurance brokers interested in providing health related benefit services to the town. Proposals must be received by 2:30 p.m. on Tuesday, March 17th. This request for proposals is part of a regular process to give businesses the opportunity to do business with the town and to make sure the town is receiving the best service and value available.
ITEM 4. UPDATE ON HISTORIC DISTRICT APPLICATION PROCESS
As you know, The Town of Wendell hosted a public information meeting on February 5, 2009 regarding the nomination of a national register historic district along Wendell Boulevard. The nomination will be reviewed by the N. C. National Register Advisory Committee on 2/19. Upon their approval and that of the State Historic Preservation Officer, the nomination will be sent to the Keeper of the National Register in Washington, D.C., probably by the end of March. The mayor should receive a letter announcing that the nomination has been forwarded to Washington.
Once the federal agency receives the application, the agency has 45 days in which to act on the nomination. When the district is listed, property owners will be notified of the listing.
ITEM 5. REMINDER ABOUT SMOKE TESTING
As part of the Inflow/Infiltration study being performed on the sewer systems in Wendell, Raleigh’s contractor (Hydrostructures) will be performing smoke testing on portions of the system. They will place door hanger notices at homes and business in the areas of smoke testing at least 48 hours prior to performing the work.
Raleigh is asking its contractor to notify town hall each day where they will be working.
In the past, when smoke testing has occurred, the town usually receives calls concerning suspected fires, by residents as well as motorists seeing smoke behind houses.
ITEM 6. TRIANGLE TRANSIT SURVEY / PUBLIC MEETING
Triangle Transit, together with the Towns of Wendell, Knightdale and Zebulon, is considering the introduction of bus service to eastern Wake County. A survey is available online, which will help us determine whether service is desired, and if so, what it should look like. The

ITEM 1. UPCOMING SMOKE TESTING
As part of the Inflow/Infiltration study being performed on the sewer systems in Wendell, Raleigh’s contractor (Hydrostructures) will be performing smoke testing on portions of the system. They will place door hanger notices at homes and business in the areas of smoke testing at least 48 hours prior to performing the work.
In case you are not familiar with the process, the contractor will blow non-toxic, non-staining, odorless, white to gray smoke into the manholes and do a visual inspection of the surrounding areas to see where smoke arises. It is an effective way to identify major inflow sources such as roof drains connected to the sewer, missing cleanout caps, or broken sewer mains at storm drain pipe crossings that allow stormwater to enter the sewer.
Smoke should not enter the interior of homes, unless the plumbing is substandard (no p-trap on a fixture drain) or a p-trap has dried up due to non use. The door hanger requests that owners run water in all fixtures to insure that there is water in the p-traps. The smoke creates no fire hazard, but may lead to some fire calls.
Raleigh is asking its contractor to notify town hall each day where they will be working.
Raleigh expects this work to start within the next week or so.
In the past, when smoke testing has occurred, the town usually receives calls concerning suspected fires, by residents as well as motorists seeing smoke behind houses.
ITEM 2. RESTAURANT OPENINGS
As you probably are aware, El Fagon opened on Thursday, February 5th.
The word on the street is that El Cerro Mexican Restaurant could open as early as this weekend.
ITEM 3. NOTES FROM THE HISTORIC DISTRICT NOMINATION MEETING
The Town of Wendell hosted a public information meeting on February 5, 2009 regarding the nomination of a national register historic district along Wendell Boulevard. The chief speakers at this event were Claudia R. Brown (with the State Historic Preservation Office) and Ellen Turco (an architectural historian with CIRCA).
To begin the meeting, Claudia R. Brown explained the purpose of and process for national register nomination, with a focus on how national register designation affects property owners within the proposed district. Ellen Turco, whose organization was responsible for gathering information on the included properties and preparing the nomination for review, also delivered an illustrative power point presentation which included numerous examples of the different architectural and historical resources that exist within the proposed district.

Overall, the citizens present were very receptive to the proposed district, with the largest concern coming from a property owner who questioned why her house was not included in the historic district.
ITEM 4. VISITOR FROM ITALY
Ms. Valentina Sanfelice Di Bagnoli, of Italy, and her interpreter, Ms. Alessandra Cortese de Bosis, visited Wendell on Thursday, February 5th. Ms. Valentina met with the Planning Department staff at 10:30 and with representatives of the Wendell Chamber at 11:30 to discuss the town’s form of government and its relationship to businesses and developments in rural areas.
Ms. Sanfelice is the National President of Young Entrepreneurs, a National Confederation of Small Businesses. Ms. Snafelice was invited to the United States under the auspices of the Department of State’s International visitor Leadership Program. Ms. Sanfelice’s visits in North Carolina were arranged by the International Affairs Council.
ITEM 5. TRIANGLE TRANSIT SURVEY / PUBLIC MEETING
Triangle Transit, together with the Towns of Wendell, Knightdale and Zebulon, is considering the introduction of bus service to eastern Wake County. A survey is available online, which will help us determine whether service is desired, and if so, what it should look like. The survey is available online at

ITEM 6. BOARD OF ADJUSTMENT MEETING ON THURSDAY, FEBRUARY 12TH
A Board of Adjustment meeting will be held on Thursday, February 12, 2009 at 6:00 p.m. in the Wendell Courtroom to consider two variance requests:
A variance request submitted by Quality Equipment, LLC for property located at 901 Three Sisters Road involving §154.103 as it relates to maximum allowed signage per parcel and §154.109 as it relates to maximum signage height requirements.
A variance request submitted by Gloria D. Crews for property located at 20 Hall Street involving §154.125 as it relates to expansion of nonconforming structures and §154.33 as it relates to setbacks.
ITEM 7. OTHER:
Letters of support for the town’s Safe Routes to School grant application were received from all property owners for which an easement / right-of-way would need to be acquired.
The town received a couple of phone calls this week about a sewer jet truck on Wendell Boulevard this week. This was part of regular maintenance of the sewer lines. This line was being cleaned.
The manager attended the NC City/County Manages Conference Thursday and part of Friday this week (in Durham).
The Eastern Wake Education Foundation “Stars in the East” event is scheduled for 6:00 p.m. on Thursday, March 19th at East Wake High School.
The Wendell Parks and Recreation is very excited to be hosting its first ever Wiffleball Tournament. Right now, the tournament is scheduled as a 2-day event (March 28-29, 2009 at Wendell Park); however, this could be adjusted, depending on the number of teams that sign-up. The deadline to enter is March 24, and the entry fee is $60.00 per team. Teams may be co-ed, all female or all male (aged 13 and up). Call 366-2266 for more information.
Eastern Wake CrimeStoppers is offering a reward for information about the recent break-ins in Wendell churches and businesses. People with information can call 366-CRIME (366-2746).

Rotary Club needs your help
The Rotary clubs of Wendell and Zebulon will be sponsoring their 3rd annual Million Meal Bagging Event this Saturday, February 7th as part of the Rotarians Against Hunger initiative.
The joint Wendell Rotary Club and Zebulon Rotary Club project will be held 10 a.m.- 1:30 p.m. in the East Wake High north campus gymnasium.
Volunteers are needed to help fill the one million bags. 1st shift is 10 a.m. to 11:30 a.m. and 2nd shift is 12 noon to 1:30 p.m.
