February 27, 2009

ITEM 1. TRANSPORTATION FORUM

Triangle Transit will host transportation forum about the possibility of an East Wake express bus service on Thursday, March 5th at 6:00 p.m. in the Wendell Courtroom. This meeting is conjunction with an online public survey (available at http://www.gotriangle.org/ewake/index.html), which will be open until March 13, 2009.

The purpose of the meeting (and the survey) is gauge public interest in mass transit. Much of what TTA is planning is modeled after the new bus service created in Wake Forest, which started in July.

If Triangle Transit starts a service in eastern Wake County, it will need a financial commitment from the three towns and/or possible other partners. Wake Forest leaders committed $70,000 in the first year of the project, although that was offset by federal funds.

TTA held similar forums in Knightdale on February 9th and in Zebulon on February 12th.

ITEM 2. PRESENTATION OF ETJ EXPANSION REQUEST TO LEGISLATIVE DELEGATION ON FEBRUARY 23RD

Mayor Broadwell, Manager Bone and Planner David Bergmark attended a meeting of the legislative delegation on Monday, February 23rd to once again present the town’s request for a local bill allowing for expansion of the town’s ETJ. ITEM 3. RESULTS OF THE BOARD OF ADJUSTMENTS MEETING

On February 25, 2009, the Board of Adjustment met in the Wendell Courtroom to discuss two requests for variances to the Wendell Zoning Ordinance.  Both of these cases were continued from the February 12th meeting.  The first case (V09-01) was a request by Gloria Crews for a variance from sections of the zoning ordinance covering non-conformities, district dimension requirements, and street access in order to build an addition onto the north side of her home.  The second case (V09-02) was a request by Quality Equipment LLC for a variance from sections of the zoning ordinance covering maximum allowed signage and signage height requirements in order to construct an additional sign in front of the new John Deere facility on Three Sisters Road.  Based on the findings of fact for this case, the Board of Adjustment unanimously approved both variance requests.

ITEM 4. SUP APPLICATTION WITHDRAWN

One of the Special Use Permit applications scheduled for public hearings on March 9th has been withdrawn (SU09-03 – Request to operate a Church/Training Center in a portion of a building at 4168 Wendell Boulevard). The applicants are, apparently, looking for another location in Wendell. 

Application # SU09-02 (a different application for another church in the same shopping center) is still scheduled for a March 9th public hearing.

ITEM 5. POSSIBLE FARMER’S MARKET

Representatives of the town, Chamber of Commerce and Women’s Club met yesterday to discuss shared interests in the possible creation of a Wendell Farmer’s Market in the town-owned parking lot beside the Women’s Club. The Town of Wendell Comprehensive Plan includes this concept at this location.

The farmer’s market would be held seasonally on Saturday mornings. A presentation about this concept is tentatively scheduled for the March 9th Board of Commissioners meeting.

ITEM 6. ADVISORY BOARD APPOINTMENTS

In order to comply with the adopted Rules of Procedure, the following dates are tentatively established for appointment to the town’s advisory boards (to be effective July 1, 2009):

March - The town clerk advertises opportunities for service at the beginning of each year.

April 3rd deadline - Interested citizens fill out applications for nomination and return them to the town clerk.

The town clerk enters all of the applications into a tracking table, which lists the names of citizens and the boards for which they wish to apply.  This document is an internal document used by the clerk’s staff for tracking purposes.

April 15th deadline - A letter is sent to applicants acknowledging receipt and thanking them for their application.

The town clerk fills-out the advisory board vacancies chart, which lists boards with openings and the schedule for consideration of appointment by the council.  This chart is an internal document used by the clerk’s staff for tracking purposes.

April 27th Board of Commissioners meeting - Nominations for a vacancy will be made at a Board of Commissioners meeting.

Applicants who are nominated will receive notification acknowledging their nomination and noting an approximate schedule of appointments by the Board of Commissioners.

May 26th Board of Commissioners meeting - Consideration of appointments. Voting on advisory board appointments will be done by written ballot.

Nominees must receive an affirmative vote from a majority of the board members present and voting to be appointed. After each round of balloting, votes will be counted to determine if sufficient votes have been received by candidates for appointment.

ITEM 7. INFORMATIONAL MEETINGS ABOUT THE DRAFT WENDELL PARK MASTER PLAN – THURSDAY, MARCH 12TH AND THURSDAY, MARCH 26TH

Informational meetings about the draft Wendell Park Master Plan will be held on Thursday, March 12th and Thursday March 26th from 6:00 p.m. until 8:00 p.m. The meetings will be “floating meetings” so that citizens can come anytime during that period to see the draft master plan and provide some feedback about the plan.
A Master Plan Facility Survey will also be available at the meetings (and at the park, in general) for input. Such a survey will be a necessary if the town pursues a Parks and Recreation Trust Fund (PARTF) grant down the road.

Consideration of the park master plan is scheduled for the April 13th Board of Commissioners meeting.

ITEM 8. ADDITIONAL RECREATION DEPARTMENT NEWS

Registration for the town’s Co-ed volleyball program is currently underway. Participants ages 17 years old and up are welcome. The entry fee per team is $250. Entry forms need to be turned in by March 24th. A coaches meeting will be held on Thursday March 26th at 7:00 p.m. to discuss rules and, potentially, hand-out schedules. Individuals are welcome to sign up. Each team must have at least 3 women.
The Recreation Department staff reports that 41 teams have been established for the spring sports period. This is the same number of teams the town has last year in the various age groups of T-ball, coach-pitch, baseball and softball. At least 467 children are registered for these spring sports.

The Town of Wendell is offering a new program for ages 13 and up – a waffle ball tournament. The tournament will be held on the weekend of March 28-29, 2009. Teams may consist of male and female players, with no more than ten per team. Team registration is $60 per team. The deadline to register is March 24, 2009.

ITEM 9. OTHER:

The Wendell Historical Society is in the process of developing a web site. The web site address is www.wendellhistoricalsociety.com.

A ribbon-cutting was held yesterday at Interior and Exterior Designs on Main Street. The store, which has been open for a couple of months, has accessories and furniture for sale and also has a construction aspect of its business that handles remodeling / renovations.

The Town of Zebulon will have an open house for its new town hall on Saturday, March 14th from 1:00 p.m. until 4:00 p.m.
The town is currently seeking proposals from qualified insurance brokers interested in providing health related benefit services to the town. Proposals must be received by 2:30 p.m. on Tuesday, March 17th.

The Wendell Police Department will be involved in a Charity Softball Tournament on March 28, 2009 Zebulon Community Park. All money donated and raised will be given to the 200 Club of Wake County, an organization dedicated to providing immediate financial help for the spouse and children of police officers, sheriff deputies, firemen, EMS squad members and NCSHP serving in Wake County who lose their life in the line of duty.
