Board of Commissioners Friday Update
August 29, 2008
ITEM 1. TOWN OFFICES TO BE CLOSED FOR LABOR DAY
Wendell town facilities will be closed on Monday, September 1st for the Labor Day holiday.
ITEM 2. UPDATE ON TAPING OF MEETINGS
Town staff met on Tuesday with Gary McConkey of Knightdale and a contractor who plans to install some of the equipment and electronic / data equipment lines in the courtroom in the taping of Board of Commissioner and Planning Board meetings. Some video equipment has arrived. The equipment could be ready to start taping and broadcasting the meetings on East Wake TV in October.
Mr. McConkey and the contractor looked at the town’s sound board and microphones, and they suggested that the town may wish to upgrade its sound equipment down the road. This is something that could cost a couple thousand dollars, but, hopefully, we could make do with what we have for a while.
ITEM 3. LAKE MYRA JOINT USE AGREEMENT
The manager previously communicated with the board that the Lake Myra Park Joint Use Agreement between Wendell, Wake County and Wake County Public Schools has yet to be executed. For some time, the attorneys for the three entities could not agree on the language for parts of the agreement. The latest version received is acceptable to the town attorney and town manager. Additionally, the town attorney feels that it is not substantially different from the agreement the board approved on March 10th; therefore, execution of the agreement is planned without taking the agreement back to the board for reconsideration. If anyone has any questions on this matter, please contact the manager.
ITEM 4. AUDITOR VISIT
The town’s auditors performed field work in the town office on Tuesday, August 26th. Everything went well. The auditors were very complimentary of the Finance Department staff. Much of the information is now shared by the town staff with the auditors electronically. The auditors stated that Wendell is only one of two of their clients which do this.
The town’s audit is due to the state by October 31st. Normally, the auditors provide a report to the Board of Commissioners in November.
ITEM 5. AUDIT COMMITTEE NEEDED
One item that will be added to the September 8th Board of Commissioners meeting is the appointment of members to the town’s Audit Committee. In the past, there has been an Audit Committee made-up of two elected officials who met with the Auditor before the presentation of the Audit Report to the full Board of Commissioners. In the Audit Committee, the results of the audit are discussed in a bit more detail than the report given in the Board of Commissioners meeting.
Last year, the members of the Audit Committee were Tim Hinnant and Terry Hodges.
ITEM 6. APPOINTMENT OF NCLM VOTING DELEGATES
Another item on the September 8th Board of Commissioners agenda will be the appointment of a voting delegate and alternate delegate to the NC League of Municipalities Conference Business Meeting. Mayor Broadwell and Commissioner Connolly are registered for the conference.
ITEM 7. CHAMBER “PAINT-OUT DAY” AND ART SHOW IN THE WORKS
The Wendell Chamber of Commerce is tentatively planning a “Paint-Out Day” in October. Artists would be invited to come to Wendell and paint depictions of buildings, landscapes and life in Wendell. The artists would then be invited back (probably in January) to show their Wendell art at the Women’s Club. The town staff is working with the chamber staff concerning the logistics of having the artists set-up around town.
ITEM 8. OTHER:
A. Planning Director Teresa Piner reports that population statistics have been released from the Office of State Management and Budget, and Wendell has grown from a population of 5,423 (July 2006) to 5,742 (July 2007), a 5.8% increase.
B. At its rescheduled meeting on Tuesday, September 2nd, the UDO Committee will continue its discussions about buffers. After that, the next topic will be open spaces.
C. Police Chief Vance Johnson is scheduled to start work in Wendell on Tuesday, September 2nd.
D. Public Works Director Alton Bryant will start work on Monday, September 22nd.
E. Congratulations to Sgt. Landon Hare, who has earned his Advanced Law Enforcement Certificate.
F. Congratulations to Phillip Smith, Kelly Connolly, Butch Kay and David Mitchell (a coach in the recreation program), who won 1st place in a NC Recreation and Parks Association golf tournament on August 22nd.

H. A recent aerial photo of Wendell Falls and Lake Myra Elementary is online at the Wendell Falls blog site (http://wendellfalls.com/blog/).
I. The next meeting about the Lake Myra Park planning process will be on Tuesday, September 9th at 7:00 p.m. at the community center. Town staff has asked the county staff if they could tape the meeting for broadcast on EWTV (we are waiting to hear back about this possibility).
J. Wake County Commissioner Lindy Brown has asked to talk to the Board of Commissioners at its September 22nd meeting concerning the issue of affordable housing.
K. The portion of Martin Pond Road that closed on April 14th for the Wendell Falls construction is scheduled to re-open on or before September 5th.

PRESS RELEASE
Alton Bryant has been hired as the new Public Works Director for Wendell (pop. 5,423). Mr. Bryant currently serves as the Public Services Director of Elizabethtown, NC (pop. 3,715). Mr. Bryant has over twenty-five years experience in engineering, utility construction and management.
As the Elizabethtown Public Services Director, Mr. Bryant currently oversees a departmental budget of over $2 million. In this capacity, he directs the day-to-day operations of the Water, Sewer and Street Divisions. Prior to his 3 ½ years with the Town of Elizabethtown, Alton Bryant worked for 2 years as a Program Developer for Bladen Community College and for 22 years as an Engineer and Engineering Manager in the natural gas industry.
Mr. Bryant earned a Bachelor of Science degree in Mechanical Engineering from NC A & T University. He is also a graduate of the UNC-Chapel Hill School of Government’s Municipal Administration course.
Wendell no longer operates a water and sewer system due to the merger of the Wendell water and sewer system with the City of Raleigh Public Utilities Department (CORPUD) in 2006; however, Mr. Bryant’s experience with utility systems will be invaluable as Wendell reviews developments and works with CORPUD to plan and prepare for Wendell’s future water and sewer needs.
Wendell Town Manager David Bone stated, “I worked with Alton Bryant during my tenure as Town Manager in Elizabethtown, and I am eager to work with him again in Wendell. Alton Bryant brings a lot of tools to the table. He has a diverse technical background, communicates well, and has strong management skills. I am confident that he will prove to be a tremendous leader to our Public Works Department as Wendell prepares for the growth anticipated in our community.”
Mr. Bryant stated, "I am really excited about this opportunity to join the Town of Wendell personnel team. I look forward to applying the necessary skills to meet the challenges anticipated with the projected growth while we ensure the quality of life enjoyed by our community is maintained."

Realtors Speak Out Against their NCAR Organization
Since the NC Association of Realtors (NCAR) notified all realtors that they must pay a special fee to fill NCAR's lobbying fund, many individual realtors are speaking out against what they see as tactics tantamount to blackmail. Why? If realtors do not pay, they risk losing access to the real estate multiple listing service, which is essential to their job. NCAR is already the largest political action committee in the state, and they recently announced they intend to spend $10 million to defeat local governments' options to use a transfer tax to pay for growth needs. See a recently published op-ed written by two realtors frustrated with NCAR. |
Wake County Growth Issues Task Forces Meets
Building on previous work on Wake's 2003 Growth Management Plan, county leaders are convening to make progress on key growth issues for Wake County. Wake's Board of Commissioners and representatives of all local municipalities are meeting June through January to develop recommendations for action on top growth challenges. The Growth Issues Task Forces' first effort was to identify and vote on 3 priority issues for Wake County, and the winners were: 1. High quality education system 2. Increased transit opportunities 3. Local government joint planning and cooperation At the August meeting, county leaders focused discussion on transit, and this will continue at the next meeting, Sept. 18, 6 pm in the Wake County Office Building, Salisbury St., Raleigh. Board of Commissioners Friday Update
August 15, 2008
ITEM 1. PUBLIC WORKS DIRECTOR SEARCH
Public Works Director interviews were conducted this week. There is nothing else to report at this time about the selection of a Public Works Director.
ITEM 2. DROUGHT UPDATE
According to an August 14th News & Observer article, “Drought conditions persist particularly in parched western North Carolina, but more local governments are conserving water than a year ago…. Of the 660 public water systems in the state, 54 percent had water restrictions in place as of July… A year ago, only 12 percent of the systems had conservation measures in place”.
Moderate drought conditions prevail in the Triangle.
Falls Lake, which supplies water for most of Raleigh and Wake County, was about 2.5 feet higher than a year ago, and 90 percent of its water supply remains.
You can read the entire News & Observer article here.

A digital copy of the plans was received this week, but it is too large to be distributed via email. A copy of the plans will be included in the August 25th agenda packet, along with a resolution of support for the board’s consideration.
The project is expected to cost about $685,000.
ITEM 5. FOLLOW-UP ON CABLE SERVICE TO THE COMMUNITY CENTER
As a follow-up to the July 28th Board of Commissioners meeting (at which time the extension of cable service to the Wendell Community Center was discussed), Recreation Director Brinkley Wagstaff met with representatives of Time Warner Cable on Monday, August 11th concerning the town’s desire for a service line to the community center. Time Warner Cable staff plans to bring a revised proposal for the line installation back to the town in the near future.
ITEM 6. ONLINE AUCTION
As you are aware, the town is currently selling surplus items on the GovDeals web site. To view the items, check-out www.govdeals.comm, select “North Carolina” and “Wendell” on the drop-down menus, and conduct a search. ITEM 9. UPCOMING EVENTS:
Board of Commissioners Friday Update
August 8, 2008
ITEM 1. ADDITIONAL AGENDA ITEM UNDER “OTHER BUSINESS”
There is a minor item that has been added to the August 11th agenda under “Other Business”. Please see the attached materials for more information.
ITEM 2. FALLS LAKE UPDATE
According to City of Raleigh Public Utilities Director Dale Crisp, the lake level (as of 8 A.M. Tues, August 5th) was 250.9 feet MSL, which is 0.6 feet (7 inches) below the level of the lake when the water supply pool is 100%.
As you may recall, the lake reached a new all-time record low level of 241.52 feet MSL on Christmas Day in 2007 as a result of the exceptional drought. The lake level today is currently 2.4 feet above the level on this same date in 2007.
The current rolling 30 day pumpage demand average is 53.1 MGD, which is an increase of 1.0 MGD from the previous update back on July 15th. With the current lake level at 250.9 feet MSL, the Corps of Engineers estimate the water supply pool storage remaining in Falls Lake is 94%, which equals 13.8 billion gallons of water available for use. The water supply days projection using the current 30 day pumpage average indicates the City has 260 days of water supply pool currently in storage at Falls Lake (assumes worst case scenario of no rain during this period). Using the predicted total water supply days remaining then projects to April 22, 2009. The current 30 day pumpage average is significantly below the pumpage average for this same 30 day period of time in 2007 (61.9 MGD), equal to a 14% reduction.
Since implementing the Revised Stage 1 water use restrictions 76 days ago on May 21st the EMJWTP pumpage average has been 52.2 MGD, which is an 11 MGD or 27% increase when compared to the pumpage average during the Stage 1 restriction period.
ITEM 3. DROUGHT STATUS
The U.S. Drought Monitor was updated this week, and the Falls Lake Watershed in northern Wake, Durham, Granville and Orange Counties remains classified as in the “Moderate Drought” category. Also, the southwestern corner of the state is in “Exceptional Drought” and “Extreme Drought” now. The Triangle Area was previously rated as high as “Exceptional Drought” at the end of March. To view the U.S. Drought Monitor map for North Carolina, view http://www.ncdrought.org/.
ITEM 4. DOT PROJECT AT 97 / 64 BUSINESS INTERCHANGE
The NC Department of Transportation is planning to make changes to the NC 97 / US 64 Business interchange and approached the town this week asking for a resolution of support from the town board. Town staff is working with DOT to draft a resolution, which is expected to be on the August 25th agenda. The project is expected to cost about $685,000.
ITEM 5. FINANCE DIRECTOR BUTCH KAY TO ATTEND MUNICIPAL ADMINISTRATION CLASS
Congratulations to Finance Director Butch Kay, who was accepted into the UNC School of Government’s Municipal Administration Class. This class is for department heads, managers and other local government employees. The class gives a good overview of all municipal functions. Previously, Planning Director Teresa Piner, former Police Chief Joe Privette and the manager have all taken this course. (I am sure Teresa and Joe both enjoyed being educated at Carolina.) Butch will be attending this class a few days a month for a seven month period.) The class starts on September 11th.

D. The portion of Martin Pond Road that closed on April 14th for the Wendell Falls construction is scheduled to re-open around the middle of August.

Dear Friends of the Neuse River:
I wanted to inform you that I resigned as the Upper Neuse Riverkeeper effective August 1, 2008. I wanted to thank everyone for your involvement in clean water issues and supporting the Neuse Riverkeeper program. Your direct participation has helped the Neuse River Foundation win many important issues and has helped advance the long term protection of Falls Lake and the Neuse River. Over the last seven years, it has been my privilege to work with thousands of citizens at the grassroots level to serve as a voice for the Neuse River.
While I am very proud of the many successes we have had over the years, I want to emphasize that a tremendous amount of work needs to be done to ensure future generations have clean water. The Neuse River Basin is one of the fastest growing river basins in the nation. Increasing population growth combined with poor land use practices will continue to degrade our water resources. Local governments need to implement strong stormwater programs and strictly enforce sedimentation pollution control laws to control runoff from construction activity.
As we have seen with recent droughts, our drinking water supplies will continue to be strained due to global climate change and unsustainable development practices that fail to link projected population growth to available water supplies. We need local governments to understand there are limits to growth and avoid short-sighted solutions like inter-basin water transfers or restricting flows to the river and downstream communities. Many of the solutions to deal with these problems already exist, but we need our elected officials to recognize the environmental and economic value of clean water rather than cave into industry lobbyists who profit from compromising our public trust waters.
For 15 years, the Neuse Riverkeeper program has served as an important voice for the Neuse River and your continued support will help keep it running strong. The Waterkeeper movement has proven to be successful on a worldwide level, and we will continue to see success here on important clean water issues as long as there is a Riverkeeper to strongly advocate for communities who depend on a clean and healthy Neuse River. It has been an honor to serve as your Upper Neuse Riverkeeper but it is time for someone else to serve as the voice for the river. I cannot thank you enough for all your support and the wonderful memories. It has truly changed my life and strengthened my dedication to protect our water resources.
Sincerely,
Dean Naujoks
Message from the NRF Board President
Dear Friends:
Dean Naujoks resigned from the position of Upper Neuse Riverkeeper effective August 1, 2008 to pursue other opportunities. Dean has been known for his passion and commitment to water quality issues and has been a strong advocate for the Neuse River. He worked tirelessly on behalf of Falls Lake water quality and developed the Muddy Water Watch program which is addressing construction site storm water runoff issues. Work on both of these and all other Upper Neuse programs as sponsored by the Neuse River Foundation will continue with the same energy.
We wish Dean well as he accepts new challenges.
Sincerely,
Dave McCracken
Board President

Wendell had three girls softball teams participate in the Tar Heel State Tournament held in Smithfield. The U8 girls were 0-2 (tough start for a first year team in the state tournament). The U10 girls finished fourth (with a record of 3-2 ) from a field of 12 teams (not bad for a second year team). The U12 girls were 0-2 but played pretty well in both games.
Congratulations to all of the participants and coaches who represented Wendell well in the tournaments.
Fall Baseball/Softball practices will begin soon, with games beginning in September.
