Board of Commissioners Friday Update

ITEM 1. ECONOMIC DEVELOPMENT WORK SESSION
Thank you to the Board of Commissioners for taking time to provide input at today’s work session concerning economic development issues. As you are aware, Holland Consulting Planners will finish compiling the results of the input gathered and will provide a written report based on today’s session.
ITEM 2. POLICE DEPARTMENT SOFTBALL TOURNAMENT POSTPONED UNTIL MAY
The Wendell Police Department was scheduled to be involved in a Charity Softball Tournament this weekend at Zebulon Community Park. The tournament has been postponed until May, due to the recent rains, condition of the fields, and the forecast for the weekend. We will let you know about the rescheduled dates for the tournament as soon as we can.
All money donated and raised will be given to the 200 Club of Wake County, an organization dedicated to providing immediate financial help for the spouse and children of police officers, sheriff deputies, firemen, EMS squad members and NCSHP serving in Wake County who lose their life in the line of duty.
ITEM 3. TRIANGLE J COG 50TH ANNIVERSARY EVENT – SEPTEMBER 23RD
On Wednesday evening, September 23, 2009, Triangle J will celebrate its 50th anniversary with a reception and dinner event at the Raleigh Convention Center. This event is an opportunity for the elected officials, managers, and key staff of the member governments to reflect on past accomplishments of Triangle J and where we can take our region in the future. A committee of elected officials, local government staff, and TJCOG staff are hard at work to make this a memorable evening. Mr. Jim Goodman, President and Chief Executive Officer of Capitol Broadcasting, will be the keynote speaker.
To prepare for the event, the COG is asking for a rough head count of those interested in attending. Please let Town Clerk Jonnie Driver know by Friday, April 3rd if you (and, possibly, your spouse) are interested in attending.
ITEM 4. WAKE COUNTY BOARD OF COMMISSIONERS DENIED A REQUEST BY ROLESVILLE TO EXTEND ITS ETJ INTO LITTLE RIVER WATERSHED
On Monday March 23, 2009, the Wake County Board of Commissioners held a public hearing concerning a request by Rolesville to extend its ETJ. A portion of the area requested (465 acres northeast of Rolesville) lies within the Little River Watershed. Wake County Commissioners Monday approved part of the Town of Rolesville's request to expand its extra-territorial jurisdiction, but denied the request concerning the watershed area. A county committee will further examine the watershed area for possible inclusion in Rolesville's ETJ at a future date.
ITEM 5. NCLM TOWN HALL DAY – WEDNESDAY, MAY 6TH
The NC League of Municipalities’ Town Hall Day will be on Wednesday, May 6th from 9:30 a.m. until 3:00 p.m. Plan to attend now. This is an important opportunity to talk to our legislators. Please let Town Clerk Jonnie Driver know by the Budget Work Session on Tuesday, April 14th if you would like to attend the Town Hall Day events. Information about Town Hall Day is available online.
ITEM 6. OTHER:
A. The town is now accepting applications for advisory boards. Applications are available online at www.townofwendell.com or at Town Hall at 15 E. Fourth Street. The deadline for applications will be April 3, 2009.
B. The Carolina Mudcats will have their Pre-Season Open House event on Tuesday, April 7th from 5:00 to 8:00 p.m. Please let Jonnie know by Wednesday, April 1st if you would like to attend.

WENDELL LIBRARY PETITION
The Wake County Library branch in Wendell serves as an integral part of the community. It provides services to a wide range of the community’s population including children’s story time and programs, computer access for all ages, and access to all media within the Wake County Library system. Eastern Wake County, including Wendell, has not experienced the economic growth that other parts of Wake County have experienced. This makes the library even more crucial to the community. Patrons are able to search for jobs using the public computers and newspapers and increase their knowledge base with the books and media that are available. The Wendell Library is also a community gathering place. It is adjacent to the Senior Center and public housing and provides access to computer classes and the internet, among other activities. The Library hosts programs for children and book clubs for adults as well.
Due to the budget shortfall in Wake County, there has been a suggestion to close some library branches, including the Wendell branch. This would be a blow to the community.
We, the undersigned, support the Wendell Library and ask the Wake County Board of Commissioners to keep our library open. Please write legibly.

ITEM 1. BOARD OF COMMISSIONERS WORK SESSION ABOUT ECONOMIC DEVELOPMENT WITH HOLLAND CONSULTING – FRIDAY, MARCH 27TH FROM 1:00 TO 4:00 P.M.
The Board of Commissioners has a work session on Friday, March 27th from 1:00 p.m. until 4:00 p.m. with Holland Consulting to give input and establish economic development priorities and goals, as the town begins its relationship with the firm as its economic development consultants. The meeting will take place at the Wendell Community Center.
An agenda / schedule for the meeting will be distributed at the Board of Commissioners meeting on Monday.
ITEM 2. UPDATE ON WENDELL FALLS
Wendell Falls and Burroughs and Chapin have given a Notice to Proceed to Barnhill Construction to complete not only the intersection at Poole and Richardson Roads, but also work on Poole Road and Elk Falls Drive (to include the vertical curve alignment and turn lanes required by DOT on Poole and the Elk Falls sewer). The planned completion date for the road and sewer improvements is May 1, 2009.
ITEM 3. URBAN LAND INSTITUTE PROJECT FOR WENDELL
Plans are underway for the Urban Land Institute (ULI) to assist Wendell in evaluating and making land use recommendations for the Poole Road corridor through its Technical Assistance Program (TAPS). TAPS harnesses the technical expertise of its members to help communities with land use, development and redevelopment opportunities. Local ULI members are provided with an opportunity to share their skills and experience in land use planning.
Much of the area under consideration falls within the jurisdiction of Wake County, and Wake County’s input will be sought during this process. This planning opportunity, at no cost to the town, will assist in the town’s efforts to show the County and State that preparations are being made to serve and plan for growth in this Short Range Service Area. This analysis and report will serve to bridge the area between the town’s primary corporate limits and its satellite to the west. The idea is to prepare a foundation for joining the two Wendell’s together as one community.
TAPS is currently looking to bring the one day workshop to Wendell in May or June. You may find more information on the Urban Land Institute at http://www.uli.org/.
ITEM 4. POSSIBLE ADDITIONAL PARTNER FOR EAST WAKE TV
There have been discussions about the possibility of adding Rolesville as a partner for East Wake TV Channel 22. Knightdale Town Manager Gary McConkey recently spoke to the Rolesville Board of Commissioners at a retreat. If Rolesville joins the partnership, additional PEG channel funding will be sent for East Wake TV, and the channel will be that much more financially sound.
ITEM 5. ROLESVILLE ETJ REQUEST EXTENDS INTO LITTLE RIVER WATERSHED
The Wake County Board of Commissioners will hold a public hearing on the Rolesville ETJ extension request on Monday March 23, 2009. The meeting begins at 2:00 pm in the Wake County Courthouse 316 Fayetteville Street, Raleigh, 7th Floor Room 700. A portion of the area (465acres northeast of Rolesville) lies within the Little River Watershed. The County staff is recommending the watershed portion not be approved.

ITEM 7. DROUGHT STATUS
Last week’s rains knocked Wake County out of the “Abnormally Dry” category. The latest drought management map is available at http://www.ncdrought.org/.
ITEM 8. OTHER:
A. The Grand Opening of El Cerro Mexican Grill (18 W. Third Street) will be on Saturday, March 21st at 4:00 p.m. There will be live music and specials.
B. The next Park Master Plan informational meeting will be held on Thursday March 26th from 6:00 p.m. until 8:00 p.m. As with the first meeting, the March 26th meeting will be a “floating meeting” – citizens can come anytime during that period to see the draft master plan and provide some feedback about the plan.
