Public Hearings August 1 on Parks and Transit  
Dear Friends,

Wake County Commissioners will consider repealing an impact fee for parks -- the Recreation Land Dedication Ordinance (RLDO) -- at their next meeting onMonday August 1, 2011 If you think new development should pay its fair share of the costs of growth, now is your chance to speak up!  

Special interests are already working hard to eliminate this small, fair fee, so your voice is needed!The RLDO requires new developments to set aside land, or pay a fee in-lieu of, for future parks, open space, and recreation. Setting aside land for recreation is critical as development occurs. If we don't, we undermine our access to healthy living, a quality environment and higher property values.


Public Hearing on Raleigh Light Rail Routes

The Raleigh City Council will hold a public hearing on Monday August 1, 2011, at 7:00 pm on proposed light rail routes for downtown Raleigh.  This is a prime opportunity to offer comments on the latest proposal for train travel through Raleigh, a critical link in the regional transit plan being developed by Wake, Durham, and Orange Counties.

Raleigh's Passenger Rail Task Force recently announced its recommended route through downtown, known as D6a, which is a hybrid of two alternatives studied by Triangle Transit. "There is no one route that balances every need and overcomes every challenge," said Will Allen III of Raleigh, co-chair of the Task Force. The group's recommendation will be discussed at the public hearing.

Legislative Update: Senate Overturns Governor's Vetoes

The NC Senate returned to session last week and voted to overturn Governor Perdue's vetoes of two harmful environmental bills: S781 and S709. S781 (the Regulatory Reform Act of 2011) would prevent North Carolina from passing air and water regulations stricter than the minimum federal standards. S709 (Energy Jobs Act) would promote offshore drilling and move forward plans for hydrofracking, while ignoring renewable sources of energy.

The NC House is scheduled to consider these bills and a potential override on Monday July 25. However, the timing of the vote is almost entirely within the discretion of the House majority leadership, which may decide to hold the bills until they believe the votes are there to override them.

Send email to Wake Commissioners TODAY to save parks fee!     

Dear Friends,

Wake County Commissioners are considering repealing an impact fee for parks -- the Recreational Land Dedication Ordinance (RLDO).  We need you to SpeakUP now, especially if you think new development should pay its fair share of the costs of growth!   

Special interests are already working hard to eliminate this small, fair fee, so your voice is needed!  Please send an email to Wake Commissioners today!

The RLDO requires new developments to set aside land, or pay a fee in-lieu of, for future parks, open space, and recreation.  Providing and maintaining adequate parks and open space is critical as development occurs, particularly given that Wake County is projected to be the fastest growing metro region in the country over the next 10 years (see story below).  If we don't set aside places for recreation, we undermine our access to healthy living, a quality environment and higher property values.  All surrounding counties and towns (except Granville) have an ordinance requiring development to contribute to parks and open space.  There's no reason why Wake should get rid of its ordinance now.

Raleigh-Cary Area Continues to Top Charts for Projected Growth

According to data compiled by ProximityOne, the Raleigh-Cary metro area is projected to be the fastest growing metropolitan area in the country between 2010 and 2020. The area will grow from 1.2 million to 1.5 million in the next 10 years - a growth rate of 36%. This serves as yet another reminder that we must pay attention to and plan for growth, to ensure we have adequate clean water, a strong public transportation system, and good schools as we grow.

Governor Takes Action for the Environment    

Dear Friends,

Citizen activists and the environment scored a huge victory last week when Governor Perdue vetoed two harmful environmental bills: S781 and S709! S781 (Regulatory Reform Act of 2011) would have prevented North Carolina from passing air and water regulations stricter than the minimum federal standards. S709 (Energy Jobs Act) promoted both onshore and offshore drilling and moved forward plans for hydrofracking, while ignoring renewable sources of energy. In conjunction with the veto of S709, Governor Perdue issued two executive orders to study the state's energy resource opportunities, including offshore wind energy.  Read more...

A third bill, S110 (Permit Terminal Groins) unfortunately was not vetoed and became law without the Governor's signature. This law could harm the state's beaches and barrier islands by allowing the construction of terminal groins, structures that trap sand certain areas while accelerating erosion in others.

These vetoes are excellent news, though there is still a chance they will be overturned when the General Assembly reconvenes on July 13th. Please contact your legislators and urge them to sustain the Governor's vetoes. Also, please send the Governor a thank you email to let her know you support her actions!

One other piece of legislation we've been following was the Billboard Bill, S183. This bill was not ratified in time to be sent to the Governor, though both chambers have approved it. This means that when the General Assembly reconvenes it will be sent to the Governor and then the 10-day clock for a possible veto will begin.

Durham County Moving forward with Transit Referendum

Durham County Commissioners voted at the end of June to include a referendum on the November 8 ballot for a half-cent sales tax for transit. Wake and Orange Counties opted to postpone considering transit referenda until 2012, but they will undoubtedly be watching carefully what happens in Durham this year. Polls have shown that voters in Durham support transit and the transit tax, but it is hard to predict how they will vote come November.

Capital Area Friends of Transit will work with the Durham-Orange Friends of Transit over the coming months to educate voters and build support for the referendum in Durham County. The future of transit in Wake County and the region will get a significant boost from its success! Durham provides a key link in the regional system, and if they pass the referendum, it could make it easier to pass one in Wake.

Jilly's New Wheels!

You might remember Jilly, the beautiful blonde pit bull with no movement in her lower extremities. She was abandoned by her owners when they were evicted from their residence, but once she was found her bubbly and playful personality quickly emerged. Well, thanks to Tim Dale of Woofin' Wheels in the U.K., she has a sweet new ride! 

Watch her on YouTube as she runs and plays with other dogs at the park using her hot new wheels. At first she was kind of aclumsy clunker, but she quickly got the hang of it!

She was too much fun for her foster mom to give up, so Jilly now has a fantastic new forever home!

The Cat Days of Summer

Featured Foster Dog: Gordy

Gordy is a favorite at Camp Canine, and that's no surprise! This pup is super sweet and super smart, and will sit, shake, lay down, and roll over. Her family moved away and couldn't take her with them, so she needs a new home. She loves going on hikes and walks, and she plays well with other dogs. She's currently being treated for heartworms, but once that clears up, she'll be at the top of her game again!

Featured Foster Rabbit: Coco

Coco looks a lot like the rabbits you might see in your front yard: long and lean with a healthy brown coat. She's a young lady, and her ears are just now straightening up from their sideways "airplane" position. 

This shy girl may be a teenager, but she doesn't eat like one! She likes romaine lettuce, timothy hay pellets and fresh timothy hay, but does not rudely gobble them up. For a treat, she'll eat dried cranberries out of your hand, and likes to savor yogurt treats bite by tiny bite.

When she came to WCAC she had both fleas and ticks, but those are long gone now. She has thrived under the care of a greatfoster mom. She's still wary of sudden movements and like many rabbits does not like to be lifted off the ground. To be happy, healthy and safe, Coco needs a nice, quiet home.

A big thank you to everyone who came out to our Adopt an Addition Celebration on June 25. The event was a huge success! About a thousand people showed up and lots of animals now have new homes! 60 animals were adopted and 11 more got deposits! A special thanks to the community for its continuing support, along with the rescue groups, participants, and volunteers who helped make the event a success!

Volunteer!

Volunteers are often just animal enthusiasts who can't adopt but still want to help. Whether it's a full house, allergies, or a full schedule, there are volunteer opportunities to match any lifestyle. A friendly face and a helping hand are always welcome. We have lots of options so if you like to walk dogs, cuddle cats, photograph any and all animals, help out at fundraising or adoption events, or participate in many other ways, we have something for you! Please visit our volunteer page to learn more.

We are also looking for foster families to provide temporary homes for dogs, cats, puppies, kittens and other animals while they wait for forever families. Fostered animals thrive and become more confident in a setting where they receive individual attention, which helps them become more adoptable.  This is a huge help to us as each fostered animal frees up space at the animal center for incoming dogs, cats, rabbits, birds and other animals and it is a rewarding experience for foster volunteers as well.
