ITEM 1. AIRPORT MEETING AT 6:00 P.M. ON THURSDAY, APRIL 3RD

The April 3rd Public Meeting about a possible general aviation airport in eastern Wake County will start with an informational workshop from 6:00 p.m. until 7:30 p.m. at the community center. A public comment period is scheduled to start at 7:30. The workshop is planned to be casual, with numerous maps and information board set-up, with consultants available to talk more on a more personal, one-on-one basis.

To possibly move forward, the board will NOT have to decide, at this point, if it wants to support an airport in eastern Wake County; rather, the board may decide if it wants to support further evaluation of potential sites for an airport in eastern Wake County. The next step would be for Wake County to conduct an environmental assessment of potential sites.

ITEM 2. DROUGHT UPDATE

There was an interesting article in the Fayetteville Observer about people falsely feeling that the drought is behind us. The recent rains may only be short-term relief. The article describes an analysis of tree rings of a longleaf pine that dates back to 1548. The tree rings show a pattern of four-year severe droughts. This pattern is consistent, apparently, with similar analyses across the southeastern United States. Hopefully, we are not in one of these four-year drought cycles. According to CORPUD Director Dale Crisp, the lake level at Falls Lake as of 2 p.m. Tuesday was 249.49 feet MSL, which is only 2.01 feet below the level of the lake when the water supply pool is full (251.5 feet MSL). The current rolling 30 day pumpage demand average from Raleigh’s customers for the EMJWTP is 38.0 MGD, which is a decrease of 0.2 MGD from the value reported last week. The water supply pool storage in Falls Lake is approximately 75.9% based on the Corps of Engineers’s estimate Tuesday, for a total of 11.1 billon gallons. When the water supply pool in the lake is 100% it holds 14.6 billion gallons. The water supply days projection using the current 30 day pumpage average indicates we have 293 days of water supply pool currently in storage at Falls Lake (assumes worst case scenario of no rain during this period). Using the predicted total water supply days remaining then projects to January 12, 2009, which is 16 additional days beyond the projection date from last week’s report.

Attached is an updated spreadsheet showing Raleigh’s response initiatives to the drought.

ITEM 3. OUTDOOR BURNING BAN IS BACK IN EFFECT

An outdoor burning ban was reinstated for NC, effective at noon on Thursday, March 27th. The ban is due to dry weather and high winds. For more information, click here.

ITEM 4. EWTV UPDATE

The managers and finance directors of Knightdale, Wendell and Zebulon met on March 27th to discuss a 2008-09 budget and capital needs for EWTV. The EWTV budget is still in development.

Wendell will likely need to wait until the fall to apply for grant funding of TV cameras and other equipment needed to broadcast town meetings. About $50,000 in equipment is needed. The town would need to apply for about $25,000 in grant funds, which would be matched with $25,000 in PEG funds from EWTV. So, it may be next spring before the town could broadcast its board meetings.

Knightdale Town Manager Gary McConkey has tentatively agreed to speak to the Wendell board at the May 27th work session about applying for the grant funds and preparing to broadcast meetings.

ITEM 5. OTHER:

A. Town Clerk Jonnie Driver will be on vacation from March 28th through April 4th.

B. The section of Martin Pond Road around Richardson Road will be closed beginning the week of April 14th and will be closed for about 120 days, due to construction for Wendell Falls.

ITEM 1. TOWN FACILITIES CLOSED ON FRIDAY, MARCH 21ST FOR HOLIDAY

Town facilities will be closed on Friday, March 21st for the Good Friday holiday.

ITEM 2. AIRPORT SITE VISITS HELD ON MARCH 20TH

Mayor Broadwell, Commissioner Hinnant, Commissioner Connolly and the manager participated in site visits of the Burlington and Sanford General Aviation Airports today, along with Wake County Commissioners and staff. A lot of good information was shared, and participants were shown two airports with a varied history and strengths.

The Burlington airport (click here for additional) :

· is older;

· has a 5,000-foot runway (planned expansion to 6400 feet in 5 years);

· is on 500 acres;

· has about 122 aircraft based on-site;

· has 13 aircraft-related businesses (with about 142 jobs) on-site (on airport property – NOT in an adjoining industrial park); and has about 43,000 visitors per year.

The Sanford airport (click here for additional information) :

· opened in 2000;

· has a 6,500-foot runway;

· is on about 700 acres;

· has about 101 aircraft on-site (only 54 registered in Lee County, for some reason);

· has a couple of service-related businesses on site; and has about 7,300 visitors per year.

Neither airport is in the city limits, but the Burlington airport receives funds annually from the city, and the Sanford airport received initial start-up funds from the city.

The tax revenue from the Sanford airport is put into an airport reserve fund, which helps generate operating revenue for the airport.

ITEM 3. APRIL 3RD PUBLIC MEETING ABOUT AIRPORT ADJUSTED

Plans for the April 3rd Public Meeting about a possible general aviation airport in eastern Wake County have changed slightly. An informational workshop is now scheduled from 6:00 p.m. until 7:30 p.m. at the community center. A public comment period is scheduled to start at 7:30. It was felt that there may be a number of people who attend the meeting who have not attended a previous board meeting where this item was discussed, and they may need some background information. The workshop is planned to be casual, with numerous maps and information board set-up, with consultants available to talk more on a more personal, one-on-one basis.

Staff has received some clarification on what the board may want to consider on this matter at the April 3rd meeting or another future meeting. The board will NOT have to decide, at this point, if it wants to support an airport in eastern Wake County; rather, the board may decide if it wants to support further evaluation of potential sites for an airport in eastern Wake County. The next step would be for Wake County to conduct an environmental assessment of potential sites. This could provide the possible information for Wake County and the municipalities in eastern Wake County to decide whether or not they want to pursue a general aviation airport. There has also been some discussion about the possibility of conducting an economic impact analysis of a GAA in eastern Wake if the county decides to move forward.

ITEM 4. RESOLUTION ABOUT SECONDARY AND CUMULATIVE IMPACTS

Attached is a copy of Resolution #R-08-02 – a Resolution of Support and Commitment to Mitigative Measures to Address Secondary and Cumulative Impacts Associated with Water and Sewer Utility Projects. The resolution is item #2 on Monday’s agenda.

ITEM 5. RESULTS OF National Historic District Citizen Information Session HELD ON march 17th

There was a good turn-out of interested citizens on Monday concerning a potential National Historic District application for Wendell Boulevard. There were a couple of individuals who spoke against the application, but a majority of attendees seemed to be positive about the potential application. Planning Director Teresa Piner asked participants for written comments by March 24th, and she plans to report on the response to her request during the “Other Business” portion of the March 24th work session.

ITEM 6. DROUGHT UPDATE

The Raleigh City Council voted unanimously Tuesday to repeal Raleigh's most severe water restrictions as soon as Falls Lake is 90 percent full. The water supply pool in Falls Lake, which supplies water to Raleigh and six Wake County towns, is at 74 percent. Recent rains have raised the level of the reservoir significantly, and with more rain, Falls Lake could reach 90 percent of capacity in a matter of weeks.

The council's action allows City Manager Russell Allen to repeal the Stage 2 rules when the trigger point is reached. The move was meant to give some guidance to businesses that have been hurt by the restrictions, which have been in place since Feb. 15. Raleigh will return to its so-called Stage 1.5 rules once Falls Lake is 90 percent full. Click here to read the N&O article.

According to CORPUD Director Dale Crisp, The lake level as of 6 A.M. Tuesday (March 18th) is 249.28 feet MSL, which is only 2.22 feet below the level of the lake when the water supply pool is full. The lake level has experienced significant recovery over the last two weeks due to the rain events that occurred – 5.5 feet of lake level recovery!

The water supply pool storage in Falls Lake is approximately 73.9% based on the COE’s estimate (on March 18th), for a total of 10.8 billon gallons. When the water supply pool in the lake is 100% it holds 14.6 billion gallons. The water supply days projection using the current 30 day pumpage average indicates we have 284 days of water supply pool currently in storage at Falls Lake (assumes worst case scenario of no rain during this period). Using the predicted total water supply days remaining, the water availability projects to December 27, 2008.

Even with the significant rain events over the past two weeks, according to the NWS rain gauge at RDU Airport, the Triangle Area this morning is still 1.3 inches below normal rainfall in 2008. This same rain gauge ended 2007 with a deficit of 7.2 inches of below normal rainfall, for a current total deficit of 8.5 inches since January 1, 2007.

ITEM 7. BLUE RIBBON COMMITTEE REPORT MEETING HELD ON MARCH 18TH

Mayor Broadwell and the manager attended a meeting on March 18th updating the status of the Wake County Blue Ribbon Committee concerning the future of Wake County. One item of discussion was a potential additional ¼-cent sales tax. Last year, the General Assembly allowed counties to enact a quarter-cent county sales tax with voter approval as an additional revenue stream. In November, 16 counties put the measure on the ballot, and only five walked away with the authority to raise the extra money. Wake left the measure off the ballot last year, but looming growth costs are pushing the county to consider putting the tax before voters. Click here to read the N&O article.

Another item discussed was the possibility of conducting the revaluation of real property every four years, as opposed to every eight. Shorter lulls between revaluations will lessen the "sticker shock" many Wake homeowners experience with the revaluation process. If Wake commissioners approve the plan, the next revaluation would happen in 2013, with the following in 2017. Wake and Guilford are the only metropolitan counties in North Carolina that conduct property revaluations every eight years. Click here to read the N&O article.

A. Shamaury Myrick has submitted his resignation with the Wendell Planning Department, effective April 3, 2008.

B. Town Clerk Jonnie Driver will be on vacation from March 28th through April 4th.

C. Concerning the trash disposal ban, the Raleigh City Council voted 7-1 this week to keep the ban in place. The council also agreed to study the issue further in its Budget and Economic Development Committee. Click here read to the N&O article.

D. A recent Elon University poll shows that NC residents favor impact fees. Click here for more information.

E. Another Elon University poll shows that 58% of NC residents favored giving local governments the option to use a half-cent sales tax to pay for bus and rail transit service. Click here to read the N&O article.

National Register Q & A

For those of you interested in maintaining our "small town charm", and appeal, here is some information on the proposed National Historic District along a portion of Wendell Blvd. It is NON-restrictive.
But, would be a "feather in our cap".

National Register Q & A

Q: What is the National Register of Historic Places?

A: The National Register of Historic Places is the official list of the nation's cultural resources worthy of preservation. It is the federal government's way of recognizing North Carolina’s historically and architecturally important properties that are 50 years of age and older.

Q: How are decisions made about what is listed on the National Register?

A: All people judging a property must do so by federally established criteria. These criteria are designed to assure that the property is significant in one of the areas of architecture, archeology, or history.

To be architecturally significant, a property must be an excellent example of a style, or method of construction, or the work of a master craftsman or architect. To be archaeologically significant, it must contain or have contained information important in our history or pre-history. To be historically significant, it must be associated with events or persons that made an important contribution to the history of the area and/or broad patterns of our national history.

Q: Isn't it true that only buildings or sites connected with famous people get listed on the National Register?

A: No. The criteria allow for much more than recognizing the achievements of a few well-known individuals. The National Register is designed to recognize the accomplishments of all people who have made a contribution to our country's history.

Q: What does the National Register mean to me?

A: The National Register records and recognizes the contribution to our heritage that your property represents.

Q: Will someone tell me what color I have to paint my house?

A: No. If you are using your own money, you can do anything you choose to a National Register listed property, including paint it any color you select.

Q: Will I be able to leave my property to my children or to anyone I want?

A: Yes. National Register listing in no way affects the transfer of property from one owner to another.

Q: Will anybody be able to stop me if I want to tear down my property?

A: No. In no case can National Register listing alone prevent you from tearing down a structure. If you tear down a National Register structure, however, and replace it with an income-earning structure or site, you will not be able to deduct the cost of demolition for federal income tax purposes. This is a tax provision to discourage the destruction of Register properties. Tax provisions to encourage the maintenance of such properties also exist.

Q: Will I have to open my house to the public for tours?

A: No. National Register listing does not require that you open your house to the public.

Q: Don't historic buildings and archaeological sites stop a lot of government projects like highways and water systems that are really important for a community?

A: No. Historic resources act only as a caution light, not a stop light, in the planning of federally funded projects. State historic preservation officers try to work with the agencies funding these projects from the very earliest stages. They strive to reduce the likelihood of conflict or of wasted time and money by identifying the historic concerns early and incorporating them in planning the project. In any case, the existence of a historic building or site cannot, on its merits alone, stop a construction project of this type.

Q: What kinds of properties can be included in the Register?

A: The National Register includes buildings and structures such as houses, commercial buildings and bridges. It also includes sites such as battlefields, parks, and archaeological sites. It includes districts--groups of buildings, structures or sites that make up a coherent whole, such as a neighborhood or an industrial complex. Finally, it includes objects---not portable museum objects, but large movable properties such as fountains and monuments.

Q: What kinds of significance must properties have in order to be registered?

A: Properties important in history, prehistory, architectural history, engineering history, archeology, or culture may be entered in the National Register. In other words, a property associated with the history of a community may be listed, and so can a prehistoric archaeological site, an example of a type of architecture, landscape architecture, or an engineering process, or a place of continuing but traditional cultural importance to a community (e.g., a place associated with an American Indian tradition or a well-preserved rural landscape.)

Q: What level of significance must a property have in order to be registered?

A: The Register includes properties determined to have significance at the national, state, and local levels. In other words, although the Register is "National," it is designed to include properties of importance to the people of the nation where they live, in their communities, not just great national landmarks. A general store, your community's park, its main street, or its Indian mound, may be just as eligible for inclusion in the National Register as Independence Hall or Gettysburg Battlefield.

In support of the North Carolina Governor’s Highway Safety Program St. Patrick’s Day Booze and Loose it Campaign, the Wendell Police Department with the assistance of the N.C. Highway Patrol, Wake County Sheriff’s Office, Zebulon Police Department, Rolesville Police Department, Garner Police Department, the Fuquay Varina Police Department, NC ALE and the NC Department of Corrections Community Corrections
Division, will be conducting a sobriety check on the night of 3-15-08. Nationwide last year on St. Patrick’s Day, nearly half (44%) of the 105 drivers and motorcyclists involved in the fatal crashes had a blood alcohol content (BAC) of .08 or above.

That’s why the Wendell Police Department announced their joint efforts with federal, state and local highway safety and law enforcement officials across the nation to remind all those who plan on celebrating during the St. Patrick’s Day festivities to drink responsibly.

“Whether you are meeting a few friends at a local establishment or attending a party elsewhere, if you plan on using alcohol, never drive while impaired—and never let your friends drive if you think they are impaired.” “Friends Don’t Let Friends Drive Drunk.” said Wendell Police Chief J.A. ITEM 1. NO MARCH PLANNING BOARD MEETING

There will not be a Planning Board meeting on March 17th.

ITEM 2. National Historic District Citizen Information Session – monday, march 17th AT 6:00 p.m.

With the Planning Board meeting having been cancelled on March 17th (due to a lack of any applications to come before the board), the opening in the meeting schedule has been filled by a citizen information session about the National Historic District application for Wendell Boulevard. The meeting will be at 6:00 p.m. Invitations have been sent to all property owners in this proposed district. As was discussed by Planning Director Teresa Piner at the March 10th meeting, she will report back to the board about the results of this meeting.

ITEM 3. RETREAT UPDATE

As you are aware, the March 19th retreat will be held in a board room at the NC League of Municipalities office in Raleigh. The retreat is scheduled to begin at 8:45 a.m. and to end at 4:30 p.m. The NCLM / NC Association of County Commissioners’ Albert Coates Governmental Center is located at 215 North Dawson Street, Raleigh. There is ample free parking around the building, as well as in the NCLM parking deck behind the building.

The background materials for retreat will be distributed by Monday.

ITEM 4. DROUGHT UPDATE

According to CORPUD Director Dale Crisp, the Falls Lake level A.M. today is 248.82 feet MSL, which is a slight increase in the lake level of approximately 2 inches from the beginning of the week (Tuesday). The lake level has experienced significant recovery since last week’s report due to the two rain events that occurred – almost 5 feet of lake level recovery!

The water supply days projection using the current 30 day pumpage average indicates we now have 265 days of water supply pool currently in storage at Falls Lake which projects to December 4, 2008. For more information, click here to read a News & Observer article.

The NC Drought Advisory Council has downgraded Wake County from “Exceptional Drought” to “Extreme Drought”. This is still a very serious category, but it is good news to see that our area has been downgraded. To view the NC Drought Advisory map, click here.

For the first time since August 2007, no county in the state is listed in "exceptional" drought, the worst of four categories, in the U.S. Drought Monitor's weekly report. Currently, 45 counties, covering 31 percent of the state, are in "extreme" drought; 37 counties, or 42 percent, are in "severe" drought; and 15 counties, or 17 percent, are in "moderate" drought. As an example of what may be on the horizon, Charlotte is proposing an approximate 16% spike in its water billing rates. Wendell rates should not increase, due to the language in the merger agreement; however, Wendell customers could be made to pay for additional expenses through an extension of the buy-in amount in the merger proforma. Governor Easley said he wants the Legislature to give governors more authority and to require more extensive planning. Easley will ask lawmakers when they reconvene in May to give the governor the authority to order a water system to provide water to a nearby community during an emergency. The legislation also would allow the more than 600 local water systems in the state to impose mandatory conservation measures on everyone in their jurisdiction during extreme or exceptional drought, including privately owned water utilities and communities that get water from private wells. Systems also would be banned from cutting prices for customers who use a lot of water. The N.C. League of Municipalities is reviewing the recommendations, spokeswoman Margot Christensen said. ITEM 5. MEETING WITH RALEIGH AND OTHER MERGER TOWNS ON FRIDAY ABOUT WATER ISSUES

Mayor Broadwell and the manager met with mayors and managers of Raleigh, Garner, Wake Forest, Rolesville, Knightdale and Zebulon today (March 14th) concerning the current state of the drought and the proposed Stage 3 restrictions. The following are some highlights of the meeting:

· Even with the recent rains, there is a need to maintain the Stage 2 restrictions.

· Falls Lake is about 70% full (about 5 billion gallons were added in the recent rains).

· A draft of Stage 3 restrictions was discussed. A meeting of Raleigh staff and staff members of each of the merger communities will occur in April to review the proposal.

· Tiered rates will likely occur in 12-15 months. This would require adjustment to merger agreements if instituted in merger communities.

As part of the drought response, Raleigh wants to work with nonprofits and service organizations to help install water conservation devises in homes of low income customers. If you know of an organization that may want to participate in this effort, please let the manager know.

ITEM 6. PROPOSED PERSONNEL POLICY CHANGE

A request to make a minor change in the Town of Wendell Personnel Policy has been made. This item is tentatively scheduled for discussion at the March 24, 2008 Board of Commissioners Work Session and for a possible vote at the April 14, 2008 Board of Commissioners meeting.

As per Section 4 of Article XII of the policy, notice of any suggested amendment to the personnel policy shall be provided to employees and opportunities for employee comment and reaction shall be made available prior to the amendments going to the Board of Commissioners for action. A memo (attached) concerning this matter has been sent to the employees for comment. The proposed change would allow anyone preparing for retirement to convert any and all of their accrued vacation time to sick time and to use this sick time for a credit towards retirement.

ITEM 7. MEETING WITH USDA RURAL DEVELOPMENT

Staff met with Garland Burnette, Area Director with the USDA Rural Development Smithfield office, on Thursday, March 13th. USDA Rural Development helps rural communities with financing for community facilities, housing and water and sewer projects. They also have their Rural Business Enterprise Grant (RBEG) fund. The manager has worked with USDA Rural Development on numerous projects in other jurisdictions.

Even though Wendell is in a metropolitan county, we are on the fringe, and we currently probably have more in common with some Johnston County towns than we do with many Wake County towns. Johnson County towns have taken advantage of the USDA Rural Development programs in recent history.

One thing that would make any application that we would submit a little weaker is the fact that the Wendell median income ($39,750 by the 2000 census) is higher than the state average ($38,175 by the 2000 census). This fact would prevent us from being eligible for most of USDA Rural Development’s grant funds, but we could apply to the Community Facility financing program for the senior center relocation project when we get closer to that project. Additionally, we discussed submitting a RBEG grant application next year. (Application will be distributed in November 2008).

ITEM 8. AIRPORT SITE VISITS – MARCH 20TH

12:00 PM Lunch – either on-site or on the way to Lee County Airport (TBD)

2:15 PM Arrive at Sanford/Lee County GA Airport

3:30 PM Leave for Commons

4:30 PM Arrive at Commons

We have been asked to meet at the Wake County Commons facilities on Poole Road (the same location as the January 7th retreat) around 9:00 a.m. Anyone wishing to ride with the manager to the Wake County Commons facilities can meet him at town hall by 8:45 a.m.

ITEM 9. OTHER:

A. The NC DOT has changed the speed limit of the eastern part of Wendell Boulevard (from Cedarmere Drive to Old Zebulon Road) from 45 mph to 35 mph.

B. The Wake Forest court dates will be held in Wendell for an approximate 18-month period starting April 18th.

C. One of our police officers, Jermain Thomas, has volunteered to read the news once in a while on East Wake TV. Be on the lookout for him.

D. Town facilities will be closed on Friday, March 21st for the Good Friday holiday.

E. Staff has received a proof of the proposed update for the town’s Code of Ordinances and is currently reviewing this draft.

F. The East Wake Education Foundation “Stars in the East” event will be held Thursday, March 27th at East Wake High School. Traditionally, the town sponsors a table, and the Mayor / Commissioners and spouses are invited to attend. Please let us know by March 10th if you and your spouse would like to attend this event.
