ITEM 1. HARVEST FESTIVAL – OCTOBER 2ND AND 3RD

Chamber Director Ula Mae Life reports that everything is ready to go for next weekend’s Harvest Festival. Festivities start at noon on Friday and 10:00 a.m. on Saturday. This year’s festival will include a parade, a component that has been missing in recent years due to a conflict with the SAT test schedule at East Wake High School. The parade will be at 10:00 a.m. on Saturday at the corner of Cypress and Main Streets and will proceed down Main Street.

ITEM 3. REPORT FROM THE SEPTEMBER 23RD ECONOMIC DEVELOPMENT WEB PAGE / BRANDING FOCUS GROUP TO MEETING

The Wendell Economic Development Web Page/Branding Focus Group met on Wednesday, September 23rd. The group discussed town logos, as well as the economic development web site home page design, web content and web format. The group focused on one particular logo design (several were made), and suggestions for various minor changes to the preferred logo were made. The web site designers will tweak the logo and will begin working on content for the web site.


ITEM 4. REPORT FROM THE SEPTEMBER 24TH BOARD OF ADJUSTMENT MEETING

The Board of Adjustment met on Thursday, September 24 to hear two matters: (1) A variance request submitted by David Brzeczek for property located at 2 Beefeater Lane regarding the maximum number of accessory structures allowed per parcel; and (2) A variance request submitted by Steve Buus for property located at 6 South Buffalo Street regarding an addition to the residence that would encroach into the setback requirements. Both items passed unanimously.


ITEM 5. MEETING ABOUT HISTORIC DAX DISTRICT TAX CREDITS – THURSDAY, NOVEMBER 19TH AT 6:00 P.M.

As a follow-up to Commissioner Baynes request at the August 10th meeting, the Town of Wendell (in conjunction with the Wendell Historical Society) will hold a meeting on November 19th at 6:00 p.m. to inform property owners within the town’s two national register historic districts about the tax benefits available. During this meeting, there will be two short presentations: one on tax credits for historic renovation work and the other on the Secretary of the Interior’s standards for renovation. The meeting should last about one hour.


ITEM 6. DROUGHT STATUS

Moderate drought conditions are creeping into North Carolina. The latest drought advisory map (available online at http://www.ncdrought.org/) shows 27 counties (including Wake County) in the “Moderate Drought” category. 31 other counties are still in the “Abnormally Dry” category. Rainfall this time of year is generally increased by a tropical storm / hurricane or two, and we have had a mild hurricane season.


ITEM 7. OTHER

  1. Registration for Youth Basketball has begun. Basketball registration forms are available at the Wendell Community Center. The registration deadline is Thursday, October 14, 2009.

  2. The current “Billy Wilder Show” episode (on EWTV Channel 22) showcases the International Food Festival. The show airs at 8:00 a.m., 4:00 p.m. and midnight.

  3. The City of Raleigh has launched a new website for the Little River Reservoir project. The web address is http://www.littleriverreservoir.com/index.html.

  4. Beginning Oct. 1, residents will be able to recycle their hazardous materials including items such as paint, motor oil, anti-freeze and oil filters at Wake County’s Convenience Center No. 11 (east of Wendell on Wendell Boulevard). The center will also start recycling clothes, shoes, books and cooking oil and will take white goods - large items like refrigerators and freezers.

  5. The Grand Opening of the Zebulon Community Center (the former National Guard Armory) will be at 9:00 a.m. on Friday, October 16th.

  6. Kids Voting and the NC Museum of History are co-sponsoring an Educational Forum for Middle and High School Students on Saturday, October 17th. The groups are asking each town to set-up an information table in the lobby of the museum from 1:00 p.m. to 3:00 p.m. that day.

  7. The NC League of Municipalities will hold its annual conference in Greenville October 25-27. Registrations must be postmarked by September 18th. Please contact Town Clerk Jonnie Driver by September 14th if you are interested in attending the conference.

  8. The Zebulon/Wendell-Raleigh Express (ZWX) route is scheduled to begin on Monday, October 26th. Please encourage anyone interested in the service to sign up for Triangle Transit’s e-mail rider alerts. They can sign-up at http://triangletransit.org/contact/alerts/.

ITEM 1. ANNUAL MOVIE NIGHT – FRIDAY, SEPTEMBER 18TH

The annual Wendell Movie Night will be on Friday, September 18th. Festivities will start at 6:00 p.m., and the movie will start around 8:30 p.m. This year, the movie will be Ratouille. The event will be held in Wendell Park, and the rain site will be the Community Center.


ITEM 2. INTERNATIONAL FOOD FESTIVAL – SATURDAY, SEPTEMBER 19TH

The International Food Festival will be held in Wendell’s Town Square on Saturday, September 19th from 11:00 a.m. until 7:00 p.m. Enjoy worldwide cuisine from 17 food booths while listening to live music. The event is sponsored by Saint Eugene’s Catholic Church.


ITEM 3. JOINT BOARD OF COMMISSIONERS – PLANNING BOARD PUBLIC HEARING ON THE UDO – MONDAY, SEPTEMBER 21ST AT 6:00 P.M.

A public hearing on the UDO will be on Monday, September 21st at 6:00 p.m. at the Wendell Community Center. Attached is a copy of the agenda, as well as some background information on the UDO.

ITEM 6. EXPANDED SERVICES AT CONVENIENCE CENTER

Wake County’s Convenience Center No. 11 (east of Wendell on Wendell Boulevard) will be ready for expanded services on October 1st as part of a pilot project for the county. Convenience Center No. 11 is the furthest from the hazardous materials site on Durant Road of any convenience center in the county. Beginning Oct. 1, residents will be able to recycle their hazardous materials including items such as paint, motor oil, anti-freeze and oil filters. The center will also start recycling clothes, shoes, books and cooking oil and will take white goods - large items like refrigerators and freezers. ITEM 7. EAST WAKE EXPRESS BUS SERVICE TO START MONDAY, OCTOBER 26TH

The Zebulon/Wendell-Raleigh Express (ZWX) route is scheduled to begin on Monday, October 26th. Triangle Transit is still finalizing stop locations at WakeMed on New Bern Avenue; however, town staff has been told that the October 26th start date is firm. Please encourage anyone interested in the service to sign up for Triangle Transit’s e-mail rider alerts. They can sign-up here. While information will be posted in several different formats prior to the implementation of the route, this is the easiest way to receive information about the ZWX and any future service changes.


ITEM 8. ARRA STIMULUS PROJECTS UPDATE

  1. Third Street / Main Street crosswalks – The town has received a notice of final approval of pre-construction requirements from the NC Department of Transportation. Additionally, the town has received notification that the Federal Highway Administration (FHWA) has authorized the construction phase of the project. The funds authorized for construction total $52,000. The town can now proceed with soliciting bids for construction.

  2. Third Street / Buffalo Street sidewalk and stormwater improvements – The town is waiting to receive the final approval of this project from DOT and FHWA.


ITEM 9. SAFE ROUTES TO SCHOOLS SIDEWALK GRANT UPDATE

The town has received notification that its grant application for sidewalk improvements around Wendell Elementary School has been denied. The scope of proposed services in the grant application included construction of approximately 1,800 LF of 5’ wide concrete sidewalk, 14 handicap ramps, and 2 crosswalks along the north side of Wendell Boulevard from the IGA Grocery Store to the Wendell Elementary Magnet School located at the intersection of W. Academy Street. The project proposal also included construction of a handicap ramp and a crosswalk along the south side of Wendell Boulevard at the intersection of Cypress Street and Main Street.

The town staff and the engineer on the project, McKim & Creed, will follow-up with Department of Transportation staff to determine what improvements could be made in hopes of having a more successful application next year. Also, staff is reviewing a possible option to apply for funds for this project under the DOT’s Enhancement Grant program.


ITEM 10. PROCLAMATION - SEPTEMBER 19TH, 2009 IS “WELCOME HOME DAY” IN WENDELL

The NC National Guard’s, 449th Theater Aviation Brigade is stationed in the National Guard Armory at the Raleigh-Durham International Airport and makes Morrisville home. The brigade was deployed to Iraq in 2008 and just returned to the United States last week. In conjunction with a Welcome Home event planned for September 19th in Morriville, Mayor Broadwell issued the attached proclamation thanking the 449th Theater Aviation Brigade for its service and proclaimed September 19th, 2009 as “Welcome Home Day” in Wendell for the NC National Guard’s 449th Theater Aviation Brigade.

The event will be held Saturday, September 19, 2009 from 11:45 a.m. to 3:00 p.m. in the Morrisville Community Park located at 1520 Morrisville Parkway.

Setting the record straight!

FYI,
For those who might be confused, or misinformed, the Wendell Community Coalition is NOT a political group. As a group, we do not support, or back, any politicians. The WCC exists to provide a public forum for the citizens (and non-citizens) of Wendell to voice their opinions and concerns, to try and make Wendell an even better community.
The Blog helps the Town of Wendell, getting their Calendar of Events out, and other organizations with their upcoming events. And, again, we strive to give a voice to the community and welcome any and all comments.
We all, as a community, have many things to offer, and should. Again, as I have said in the past, I want to encourage our community to stay involved, stay active, stay positive, and work hard for the betterment of Wendell.
Yes, this is an election year. But, hopefully, we will all think as individuals when it comes time to vote.

And, NO this is not a political group!!!!!

ITEM 1. UDO INFORMATIONAL MEETINGS

The first UDO Informational meeting went well tonight. There was a lot of good, constructive comments and discussion. The Planning Department staff will follow-up with notes and comments made tonight. Please remember that if you have questions or comments, you do not have to wait until the meetings. ITEM 2. UPDATE ON INFORMATION TECHNOLOGY SERVICES FROM KNIGHTDALE

Wendell has been receiving information technology (I/T) support from the Knightdale I/T Administrator, Keith Archambault, for the last couple of weeks. Interviews for the I/T Technician (who will be the primary contact/ service provider for Wendell) took place this week. Hopefully, the I/T Technician will be hired and will be able to start work in the next couple of weeks.


ITEM 3. MEETINGS / INFORMATION CONCERNING H1N1

Town staff has been to a few meetings recently with Wake County and other municipal officials concerning plans for to address a potential H1N1 outbreak. Communication and cooperation appears to be strong on this issue.

Those at risk (who will receive priority for vaccines) are as follows:

  1. Pregnant women

  2. Caregivers to children under 6 months

  3. Healthcare workers

  4. Children 6 months to the age of 24

  5. Adults under 65 with chronic illness

Information about H1N1 and Wake County’s efforts with this issue is available at http://www.wakegov.com/flu. Information about H1N1 and seasonal flu is changing regularly and it can be difficult to know what information one needs to know. That is why this Wake County H1N1 web site was developed – specifically for people who live, work and play in Wake County. It will be updated regularly.


ITEM 4. OTHER

ITEM 1. LABOR DAY OBSERVANCE – TOWN FACILITIES CLOSED ON MONDAY, SEPTEMBER 7TH
Town facilities will be closed on Monday, September 7th for the Labor Day holiday.

ITEM 2. UDO INFORMATIONAL MEETINGS
As a follow-up to the joint meeting with the Town Board, Planning Board and UDO Committee held on Monday, August 31st, the following meetings have been established for discussion about specific chapters of the draft UDO. It was suggested that individuals may have concerns / questions about specific portions of the UDO, and it would be more effective to concentrate on particular sections of the UDO at one time. The idea was that an individual may have questions about a few specific chapters. By specifying which chapters would be discussed, not only would discussion be more focused, but people could pick and choose which "discussion meetings" they would like to attend.
The Board of Commissioners, Planning Board and UDO Committee have been invited to attend these discussion sessions. The meetings will be open meetings. In order to comply with Open Meetings Law, the "informational meetings" will be posted as opportunities for which there may be a quorum of the Town Board present. If a quorum is present, official minutes will be created.

ITEM 3. UPDATE ON ARRA THIRD STREET / BUFFALO STREET SIDEWALK PROJECT
The Planning Department and other staff members continued their hard work at the to collect and record a total of 23 temporary construction easements for the ARRA Buffalo and Third Street sidewalk project before NC DOT’s September 1st deadline. The manager deeply appreciates all of the hard work by staff on this endeavor, which was being done at the same time the Planning Department was preparing for the UDO meeting. The Town of Wendell is blessed to have dedicated employees in ALL of its departments. Additionally, staff is very appreciative to all of the property owners who agreed to provide temporary construction easements to the town for this possible project.

ITEM 4. SEPTEMBER 14TH AGENDA
Consideration of the acceptance of streets in the Foxborough subdivision will not be on the September 14th agenda. (This item was listed as an “upcoming agenda item” at the end of the August 24th agenda.) The developer has renewed a bond for the streets, delaying the item for one year.
Town Attorney Jim Cauley has requested that the issue concerning grass-cutting in the right-of-way be delayed until the September 28th meeting in order to give him more time to review ordinances from other jurisdictions and to offer an option for the town.

ITEM 5. UPCOMING BOARD OF ADJUSTMENT MEETING – THURSDAY, SEPTEMBER 24TH
The Board of Adjustment will meet on Thursday, September 24, 2009 at 6:00 P.M. in the Wendell Courtroom to hear two matters:
A variance request submitted by David Brzeczek for property located at 2 Beefeater Lane regarding Section 38-36 of the Wendell Code of Ordinances as it relates to maximum number of accessory structures allowed per parcel. The applicant desires more accessory building that the Code allows.
A variance request submitted by Steve Buus for property located at 6 South Buffalo Street regarding Section 38-659 of the Wendell Code of Ordinances as it relates to expansion of nonconforming structures and Section 38-233 as it relates to setbacks. The applicant desires to build an addition to his home, and the addition would be flush with a portion of his residence that has already encroached into the setback requirements for his corner lot.

ITEM 6. OCTOBER 17TH “GOVERNMENT MATTERS” EDUCATION FORUM (SPONSORED BY “KIDS VOTING”)
Kids Voting and the NC Museum of History are co-sponsoring an Educational Forum for Middle and High School Students on Saturday, October 17th. Information on this event was placed at the elected officials’ seats at the September 24th Board of Commissioners meeting. The groups are asking each town to set-up an information table in the lobby of the museum from 1:00 p.m. to 3:00 p.m. that day. They would like for elected officials and other leaders in the town to be present to greet constituents and to answer questions. Please let the manager know if you are interested in participating in this event.

ITEM 7. SUBDIVISION STATUS REPORT
The latest Subdivision Status Report is attached to the Friday Memo. This item has been included monthly in the agenda packet; however, we will now be sending this report monthly along with the Friday Memo.


ITEM 8. ACCEPTANCE OF FINAL TWO FIELDS AT LAKE MYRA
Town staff met with officials from Wake County and Wake County Public Schools on Monday, August 31st. The town accepted maintenance of Field #1 at Lake Myra School several weeks ago. Field #1 was sodded and is in better shape that Fields #2 and #3. Field #1 will be used by the elementary school for physical education, and the town will be able to use it during non-school hours. Fields #2 and #3 were seeded and are not ready for active use; however, the fields met contract specifications, and the town staff agreed to accept maintenance responsibility for Fields #2 and #3. Fields #2 and #3 will not be used in use until the grass is more established – possibly the fall of 2010.

ITEM 9. SUCCESS WITH GOVDEALS – TURNING A NEGATIVE INTO A POSITIVE
In the 2009-2010 Budget, the Town of Wendell Commissioners approved to have new lights installed at Doug Proctor Field. As a result, bids were solicited from vendors to obtain the lowest price for the project. One issue that was discussed was related to the removal of the old poles and lights. Town staff estimated that the cost for removal of the old lights and poles could be approximately $1,500 to $2,500. Thinking creatively, town staff placed the old poles and lights on GovDeals.com for public auction. The old poles and lights sold for $1,100. The buyer will be responsible for removing the old poles and lights in October. The end result is that the town not only saved an estimated $1,500 to $2,500 in expenses (for removal of the lights), but the town received an additional $1,100 in proceeds from the sale of the lights.

ITEM 10. MAYOR’S SHOW
If you have not seen it yet, Mayor Broadwell’s initial “Wendell Mayor’s Show” is available on www.ewtv.org. In the show, Mayor Broadwell tours the Wendell Farmer’ Market and interviews various vendors.

ITEM 11. OTHER
A.The annual Wendell Movie Night will be on Friday, September 18th. Festivities will start at 6:00 p.m., and the movie will start around 8:30 p.m. This year, the movie will be Ratouille. The event will be held in Wendell Park, and the rain site will be the Community Center.
B.The NC League of Municipalities will hold its annual conference in Greenville October 25-27. Registrations must be postmarked by September 18th. Please contact Town Clerk Jonnie Driver by September 14th if you are interested in attending the conference.
