Friday Update

Board of Commissioners Friday Update

August 8, 2008

ITEM 1. ADDITIONAL AGENDA ITEM UNDER “OTHER BUSINESS”

There is a minor item that has been added to the August 11th agenda under “Other Business”. Please see the attached materials for more information.

ITEM 2. FALLS LAKE UPDATE

According to City of Raleigh Public Utilities Director Dale Crisp, the lake level (as of 8 A.M. Tues, August 5th) was 250.9 feet MSL, which is 0.6 feet (7 inches) below the level of the lake when the water supply pool is 100%.

As you may recall, the lake reached a new all-time record low level of 241.52 feet MSL on Christmas Day in 2007 as a result of the exceptional drought. The lake level today is currently 2.4 feet above the level on this same date in 2007.

The current rolling 30 day pumpage demand average is 53.1 MGD, which is an increase of 1.0 MGD from the previous update back on July 15th. With the current lake level at 250.9 feet MSL, the Corps of Engineers estimate the water supply pool storage remaining in Falls Lake is 94%, which equals 13.8 billion gallons of water available for use. The water supply days projection using the current 30 day pumpage average indicates the City has 260 days of water supply pool currently in storage at Falls Lake (assumes worst case scenario of no rain during this period). Using the predicted total water supply days remaining then projects to April 22, 2009. The current 30 day pumpage average is significantly below the pumpage average for this same 30 day period of time in 2007 (61.9 MGD), equal to a 14% reduction.

Since implementing the Revised Stage 1 water use restrictions 76 days ago on May 21st the EMJWTP pumpage average has been 52.2 MGD, which is an 11 MGD or 27% increase when compared to the pumpage average during the Stage 1 restriction period.

ITEM 3. DROUGHT STATUS

The U.S. Drought Monitor was updated this week, and the Falls Lake Watershed in northern Wake, Durham, Granville and Orange Counties remains classified as in the “Moderate Drought” category. Also, the southwestern corner of the state is in “Exceptional Drought” and “Extreme Drought” now. The Triangle Area was previously rated as high as “Exceptional Drought” at the end of March. ITEM 4. DOT PROJECT AT 97 / 64 BUSINESS INTERCHANGE

The NC Department of Transportation is planning to make changes to the NC 97 / US 64 Business interchange and approached the town this week asking for a resolution of support from the town board. Town staff is working with DOT to draft a resolution, which is expected to be on the August 25th agenda. The project is expected to cost about $685,000.


ITEM 5. FINANCE DIRECTOR BUTCH KAY TO ATTEND MUNICIPAL ADMINISTRATION CLASS

Congratulations to Finance Director Butch Kay, who was accepted into the UNC School of Government’s Municipal Administration Class. This class is for department heads, managers and other local government employees. The class gives a good overview of all municipal functions. Previously, Planning Director Teresa Piner, former Police Chief Joe Privette and the manager have all taken this course. (I am sure Teresa and Joe both enjoyed being educated at Carolina.) Butch will be attending this class a few days a month for a seven month period.) The class starts on September 11th.

ITEM 6. OTHER:

A. Wake County Commissioner Lindy Brown has asked to talk to the Board of Commissioners at its September 22nd meeting concerning the issue of affordable housing.

B. Town staff participated in a training this week with GovDeals.com staff. Town staff is preparing to sell surplus items online at www.GovDeals.com.

C. The NC League of Municipalities annual conference will be October 12th – 14th in Charlotte. This will be the “Centennial Conference” in which the NCLM celebrates its 100-year anniversary.

D. The portion of Martin Pond Road that closed on April 14th for the Wendell Falls construction is scheduled to re-open around the middle of August.
