Board of Commissioners Friday Update

August 29, 2008

ITEM 1. TOWN OFFICES TO BE CLOSED FOR LABOR DAY

Wendell town facilities will be closed on Monday, September 1st for the Labor Day holiday.

ITEM 2. UPDATE ON TAPING OF MEETINGS

Town staff met on Tuesday with Gary McConkey of Knightdale and a contractor who plans to install some of the equipment and electronic / data equipment lines in the courtroom in the taping of Board of Commissioner and Planning Board meetings. Some video equipment has arrived. The equipment could be ready to start taping and broadcasting the meetings on East Wake TV in October.

Mr. McConkey and the contractor looked at the town’s sound board and microphones, and they suggested that the town may wish to upgrade its sound equipment down the road. This is something that could cost a couple thousand dollars, but, hopefully, we could make do with what we have for a while.

ITEM 3. LAKE MYRA JOINT USE AGREEMENT

The manager previously communicated with the board that the Lake Myra Park Joint Use Agreement between Wendell, Wake County and Wake County Public Schools has yet to be executed. For some time, the attorneys for the three entities could not agree on the language for parts of the agreement. The latest version received is acceptable to the town attorney and town manager. Additionally, the town attorney feels that it is not substantially different from the agreement the board approved on March 10th; therefore, execution of the agreement is planned without taking the agreement back to the board for reconsideration. If anyone has any questions on this matter, please contact the manager.

ITEM 4. AUDITOR VISIT

The town’s auditors performed field work in the town office on Tuesday, August 26th. Everything went well. The auditors were very complimentary of the Finance Department staff. Much of the information is now shared by the town staff with the auditors electronically. The auditors stated that Wendell is only one of two of their clients which do this.

The town’s audit is due to the state by October 31st. Normally, the auditors provide a report to the Board of Commissioners in November.

ITEM 5. AUDIT COMMITTEE NEEDED

One item that will be added to the September 8th Board of Commissioners meeting is the appointment of members to the town’s Audit Committee. In the past, there has been an Audit Committee made-up of two elected officials who met with the Auditor before the presentation of the Audit Report to the full Board of Commissioners. In the Audit Committee, the results of the audit are discussed in a bit more detail than the report given in the Board of Commissioners meeting.

Last year, the members of the Audit Committee were Tim Hinnant and Terry Hodges.

ITEM 6. APPOINTMENT OF NCLM VOTING DELEGATES

Another item on the September 8th Board of Commissioners agenda will be the appointment of a voting delegate and alternate delegate to the NC League of Municipalities Conference Business Meeting. Mayor Broadwell and Commissioner Connolly are registered for the conference.

ITEM 7. CHAMBER “PAINT-OUT DAY” AND ART SHOW IN THE WORKS

The Wendell Chamber of Commerce is tentatively planning a “Paint-Out Day” in October. Artists would be invited to come to Wendell and paint depictions of buildings, landscapes and life in Wendell. The artists would then be invited back (probably in January) to show their Wendell art at the Women’s Club. The town staff is working with the chamber staff concerning the logistics of having the artists set-up around town.

ITEM 8. OTHER:

A. Planning Director Teresa Piner reports that population statistics have been released from the Office of State Management and Budget, and Wendell has grown from a population of 5,423 (July 2006) to 5,742 (July 2007), a 5.8% increase.

B. At its rescheduled meeting on Tuesday, September 2nd, the UDO Committee will continue its discussions about buffers. After that, the next topic will be open spaces.

C. Police Chief Vance Johnson is scheduled to start work in Wendell on Tuesday, September 2nd.

D. Public Works Director Alton Bryant will start work on Monday, September 22nd.

E. Congratulations to Sgt. Landon Hare, who has earned his Advanced Law Enforcement Certificate.

F. Congratulations to Phillip Smith, Kelly Connolly, Butch Kay and David Mitchell (a coach in the recreation program), who won 1st place in a NC Recreation and Parks Association golf tournament on August 22nd.

G. Wake County remains in the “Moderate Drought” category. To view the drought advisory map, visit http://www.ncdrought.org/.

H. A recent aerial photo of Wendell Falls and Lake Myra Elementary is online at the Wendell Falls blog site (http://wendellfalls.com/blog/).

I. The next meeting about the Lake Myra Park planning process will be on Tuesday, September 9th at 7:00 p.m. at the community center. Town staff has asked the county staff if they could tape the meeting for broadcast on EWTV (we are waiting to hear back about this possibility).

J. Wake County Commissioner Lindy Brown has asked to talk to the Board of Commissioners at its September 22nd meeting concerning the issue of affordable housing.

K. The portion of Martin Pond Road that closed on April 14th for the Wendell Falls construction is scheduled to re-open on or before September 5th.

L. Beginning September 15th, a portion of Knightdale-Eagle Rock Road on the Knightdale side of the bypass will be closed for a period not to exceed 150 days.
