ITEM 1. WENDELL HISTORICAL SOCIETY MEETING – TUESDAY, MARCH 23RD AT 7:30 P.M.
The Wendell Historical Society will have a meeting on Tuesday, March 23, 2010 at 7:30 p.m. in the Wendell Courtroom.   The topic of this meeting will be, "How Wake Forest Revitalized Its Downtown."  The speaker will be Maggie O'Neal, Executive Director of the Wake Forest Downtown Revitalization Corporation.  While all Historical Society meetings are open to the public, the Society sends-out a special invitation to elected officials, town staff, downtown business and property owners for this meeting.  The Society hopes that this forum will give our community an example of how another community worked to improve its downtown business district. 

ITEM 2. WENDELL TREE BOARD’S ARBOR DAY PLANS
The Wendell Tree Board has planned Arbor Day festivities at area schools. An event is scheduled for Lake Myra Elementary at 1:00 p.m. on Friday, March 19th, at Wendell Elementary at 9:45 a.m. on Friday, March 26th and at Carver Elementary at 11:00 a.m. on March 26th. The Wendell Tree Board and the Town of Wendell will be planting one Willow Oak on the property of each school in honor of the graduating 5th graders. Each 5th grader will also receive a Loblolly Pine seedling to take home and plant in their own yards.

ITEM 3. CORPUD PRESENTATION AT MARCH 16TH PUBLIC WORKS, FACILITIES AND INFRASTRUCTURE COMMITTEE MEETING
CORPUD Assistant Directors Kenny Waldroup and Robert Massengill are planning to attend the Public Works, Facilities and Infrastructure Committee Meeting on Tuesday, March 16th at 2:00 p.m. to discuss the merger pro forma. Raleigh will also have Jeff Adkins at the meeting. Jeff Adkins is Raleigh’s consultant working on the pro forma’s (he has made presentations in Wendell in the past). We encourage all elected officials to attend this meeting, if possible. We will send Jeff’s presentation to the Board prior to the meeting. Commissioners may want to review the merger agreement prior to the committee meeting, as well.

NPDES Phase II Permits Requirements

Wake County Managers Association – was not able to attend.
NCLM League LINC – League LINC is a new grassroots network of the North Carolina League of Municipalities ­established for and powered by city and town municipal officials, leaders and professionals. “Grassroots” is defined as a movement, driven by the members of a community. This was a brainstorming meeting to discuss ways how the goals of municipalities could be better communicated with the NC General Assembly. After the meeting, there was a reception with local legislators.
Meeting with Wake County to discuss Phase II requirements – This was a preliminary meeting with Wake County, Rolesville, Zebulon and Wendell officials to discuss opportunities to partner with requirements of the new Phase II stormwater regulations. There was consensus that the public outreach and education components of Phase II requirements have the most opportunity for partnerships. It is hoped that a meeting with the State to discuss Phase II requirements can be scheduled in the next few weeks.

ITEM 5. COMMITTEE NOTES
The following is an update of committee assignments, information and action:

Public Works, Facilities and Infrastructure Committee
The next committee meeting will be held on Tuesday, March 16th at 2:00 p.m. in the courtroom. At this meeting, the committee will receive a presentation about fiber optic accessibility in town and begin a review of the Raleigh/Wendell water Pro-Forma.

Land Use and Economic Development Committee
Future of the town’s UDO (referred to the Land Use and Economic Development Committee at the December 14, 2009 meeting)

UDO Ad Hoc Sub-Committee
The UDO Ad Hoc Sub-Committee was created on January 25, 2010 and has been and will continue to meet on Mondays at 9:15 a.m. in the Conference Room of the Wendell Community Center until the work of the committee has been completed.

Main Street Sub-Committee
The Main Street Sub-Committee visited Goldsboro and Fuquay-Varina on Tuesday, March 9th. These communities are involved in the Main Street Program.

Fiscal and Human Resources Committee
The next committee meeting will be on Thursday, March 18th at 9:00 a.m.

Law Enforcement and Recreation Committee
The committee met on Monday, February 22nd. The committee discussed the East Wake Gang Forum, which will have a special community meeting on May 27th at 6:00 p.m. at Wake Chapel Baptist Church in Zebulon. The 2010 Public Safety Day (Saturday, May 1st downtown) was also discussed. On the recreation side, a possible relationship with the East Wake Soccer Association was further examined.

Ad Hoc Appearance Committee
An Ad Hoc Appearance Committee was created on February 9, 2010 with Commissioner Gray as the Chair.

Ad Hoc Rental Housing Committee
An Ad Hoc Rental Housing Committee was created on February 22, 2010 with Commissioner Adams as the Chair.

ITEM 6. MEETINGS THE MANAGER PLANS TO ATTEND NEXT WEEK

Besides the scheduled committee meetings, the manager does not plan to attend any meetings of note.

ITEM 7. ARRA PROJECTS

A. # 5100-EA – Crosswalks on Third Street and Main Street – Hopefully, work will resume next week. The contractor has been waiting to get DOT approval on all items / materials before resuming work.
B.# 5100-EB – Buffalo and Third Streets – Some drainage work is expected to start next week. Additional work will have to wait until other utility companies perform some work. Progress Energy needs to relocate several poles, work on which is expected to take place between March 22nd and April 9th. After the Progress Energy work is complete, Time Warner Cable also has some work to complete. Once this is done, the contractor will be able to proceed with the sidewalk work.

ITEM 8. POOLE ROAD / BUFFALO STREET SET FOR PAVING THIS YEAR BY NCDOT
The town was made aware that NCDOT plans to resurface Poole Road (from Smithfield Road to Third Street) and Buffalo Street (from Third Street to US 64 Business/ Wendell Boulevard) this year. This work is scheduled for spring/summer 2010.

ITEM 9. RECREATION NEWS
A.WENDELL HOSTS SWAC BASKETBALL TOURNAMENT THIS WEEKEND – A 15-16 year-old SWAC tournament will be hosted at the Wendell Community Center this weekend (Friday – Sunday). The State-wide Athletic Conference (SWAC) is comprised of teams from all over the state. Teams from Wendell, Nashville, Lillington, Smithfield, Erwin, Mecklenburg County are participating in the tournament.
B.Registration for Co-ed Volleyball is due by March 24th.
C.Registration for Church Softball is due by April 15th.

ITEM 10. OTHER
A.A 2010 Census Questionnaire Assistance Center will operate at the Wendell Community Center Monday – Friday from March 19th to April 19th from 12:00 noon until 3:00 p.m. The Census staff will answer questions and help individuals fill-out their Census forms. Questionnaire Assistance Centers are also planned for the Eastern Wake Senior Center and the Wendell Library.
B.Congratulations to Sgt. Gill and Sgt. Hare for their successful completion of the Senior Level Management Class at Coastal Plain Law Enforcement Training Center.  The program consisted of 220 hours of various management topics spread over the past seven months.
C.Inserts will be going into the next round of Zebulon, Wendell and Knightdale water bills giving citizens some basic info on the new express routes from each town. 
D.The regularly-scheduled Planning Board meeting for March 15th has been canceled.
E.The manager will be off on Friday, March 19th.
F.The annuals “Stars in the East” program of the East Wake Education Foundation is being planned for Thursday, April 8th.
G.The Wendell Police Department will once again be playing in the East Wake Public Safety Softball Tournament. All proceeds will benefit the 200 Club of Wake County (http://www.200clubwakecounty.org/). The games will be held in Wake Forest on April 10th (with a rain date of April 17th).
H.A Budget Work Session with the Board of Commissioners is tentatively scheduled for 9:00 a.m. on Thursday, March 25th.
I.An informational meeting about the Small Town Main Street Program will be held in Selma on Thursday, March 8th at 1:00 p.m.
