January 4th Wake County Commissioners Meeting – Planning Director Teresa Piner attended this meeting on behalf of the town and the manager. The Wendell and Roseville Stormwater Interlocal Agreements (ILA’s) passed unanimously without any substantial discussion. She stated the County Commissioners mostly asked about the status of the ILA with Zebulon. The Zebulon ILA was just recently passed by the Zebulon Town Board and will be considered by Wake County in the near future. (Related information about a Stormwater Ordinance orientation meeting is below.)
- Recreation Advisory Board Meeting – This was a regular Recreation Advisory Board meeting. Current recreation programs were discussed, and reports were provided.
Meeting with DOT about safety concerns at Marshburn Road / Academy Street / Wendell Boulevard – In this meeting, town staff and Chris Windley met with a representative of the NC DOT Division office. We spoke about the town’s Safe Routes to Schools grant application (which was not approved) and reviewed funding options for improving the safety of the intersection, as well as constructing a sidewalk on Wendell Boulevard (from Wendell Elementary to the IGA), as suggested in the town’s Safe Routes to Schools grant application. We spoke about improvements that could be made to another
Safe Routes to Schools grant application (and applying for division funds instead of state-wide funds), as well as a possible application for a Federal Pedestrian Enhancement grant. Staff will continue to pursue funding options to improve the pedestrian safety along this portion of Wendell Boulevard.

ITEM 2. STORMWATER ORDINANCE ORIENTATION – FRIDAY, JANUARY 8TH
On Friday, January 8th, Wendell Planners Stacy Griffin and Teresa Piner, along with representatives of Wake County and the Towns of Rolesville and Zebulon, met with property owners, builders, developers and engineers to address elements of the new stormwater ordinance recently adopted by the towns. The meeting was held in the Town of Rolesville’s Council Chambers. Approximately 25 individuals from the county, local government and private sector were in attendance.
An overview of the new ordinance was given and the county’s staff (who will be reviewing projects) was introduced. Jennifer Mitchell, with Wake County, explained Wake County’s stormwater design tool that will be used by engineers calculating pre-post stormwater runoff. Mrs. Debbie Greene, who has been reviewing sedimentation and erosion control plans for the Town of Wendell for several years, will also be reviewing Wendell’s stormwater plans.
The presentations were followed up by questions and answers. Mr. Larry Vaughan of Wendell expressed his concern with the inability to “buy-down” nitrogen, especially on small and non-LID projects. Others in attendance, primarily engineers and designers, also expressed their concern. Mr. Vaughan indicated that this could create an uneven playing field between jurisdictions. Mrs. Clark said she would examine that section of the ordinance in more depth to determine what flexibility, if any, is allowed when nitrogen removal levels cannot be removed and “buy-down” is not permitted.
ITEM 3. COMMITTEE NOTES
The following is a synopsis of current committee assignments, information and action:

The committee will be meeting at 2:00 p.m. on Thursday, January 14th with town staff and McKim & Creed to discuss three “levels of service” option descriptions along with some other general study information. The purpose of this meeting would be to review these options and review known “hot spots” that will require specific attention (based on staff’s knowledge of historical problems in town) in order to go away with direction on what level of service and the amount of area that will need to be covered by a comprehensive stormwater study. McKim & Creed will provide a formal proposal to the town after this meeting.
ITEM 4. CENSUS UPDATE
On Friday, January 8, 2010, Planner David Bergmark attended a Governmental Complete Count Committee (CCC) meeting. Members of the government sub-committee meet approximately once a month in order to share any census events that have occurred in their municipality and collaborate on outreach ideas.
David Bergmark will be attending two upcoming church meetings in order to share information on the census and answer any questions that church members might have. Those meetings will be held on Monday, January 11th (at Wendell United Methodist Church) and Thursday January 14th (at St. Eugene’s Catholic Church).
Other government sub-committee members shared efforts they were taking to get the word out, including but not limited to: letters mailed to each household within the municipality, inserts/messages accompanying water bills, banners, press releases, and informational booths at cultural events.
One especially interesting fact came from the Apex representative: Apex staff calculated that of last year’s budget, 22% (6.1 million) came from population-based items. They determined that each additional person who fills out the census form results in $175 provided to the town.
The next Governmental Complete Count Committee (CCC) meeting is scheduled for February 12th at 2:00 p.m.
ITEM 5. RECREATION DEPARTMENT TO HOST BASEBALL COACHES CLINICS ON WEDNESDAY, JANUARY 20TH AND SUNDAY, JANUARY 24TH
The Parks and Recreation Department will sponsor two baseball clinics for coaches and players during the month of January. Both clinics will be held in the Wendell Community Center and both clinics are free to players and coaches.
On Wednesday, January 20, 2010 at 7:00 p.m., Campbell University Head Coach Greg Goff and Pitching Coach Aubrey Blackwell will be speaking on the fundamentals of pitching.
On Sunday January 24, 2010 at 4:00 p.m., Johnny Narron, current assistant hitting coach for the Texas Rangers, will be speaking on the five absolutes of hitting. Also speaking that day will be Mike Byrd (Enloe High School Coach), Tim Langdon (former Cleveland Indians Player) and Kerry Kincaid (East Wake High School Coach). They will speak on a variety of baseball fundamentals which will include infield play, base running and outfield play. There will be a time for questions and answers following each speaker.
This will be a great opportunity to learn from the professionals.
ITEM 6. OTHER

The Wake County Health Department will be giving free H1N1 Flu Vaccines at the Wendell Community Center on Saturday, January 9th from 9:00 a.m. until 1:00 p.m. in Activity Room B.

The Grand Opening / Ribbon-cutting of Snap Fitness is scheduled for 12:00 noon on Saturday, January 9th.

The January 11th Board of Commissioners meeting will start thirty minutes early (at 6:30 p.m.) on so the Town Board can recognize the players and coaches of the Wendell Rams Mini Mites football team for winning their Super Bowl championship on November 22, 2009.

The annual Town of Wendell Employees Awards Breakfast will be held at the Community Center on Wednesday, January 13th at 7:00 a.m.
