Board of Commissioners Friday Update

ITEM 1. WAKE COUNTY BOARD OF COMMISSIONERS WORK SESSION ON AFFORDABLE HOUSING – 2:00 P.M., MONDAY, NOVEMBER 9TH
The Wake County Board of Commissioners will hold a work session on Affordable Housing on Monday, November 9th. The intent of the work session is twofold:

To discuss Wake County's affordable housing programs and who they serve; and,
-
To explore ways to distribute affordable housing throughout Wake County.
The November 9th work session will be at 2:00 p.m. in the Wake County Office Building, ground floor conference room, 336 Fayetteville Street, Raleigh. The town manager and planning director are planning to attend.
ITEM 2. EXPRESS BUS RIDERSHIP NUMBERS
Triangle Transit reports that the ridership on the ZWX Route has started off very strong! There has been an average of 50-60 passengers per day on the route, which is very good for a brand new route. If it is assumed that most of those riders are coming from Zebulon and Wendell heading towards Raleigh in the morning, there are about 10 passengers per trip.
ITEM 3. EXPRESS BUS SERVICE KICKOFF EVENT – TUESDAY, NOVEMBER 10TH AT 10:00 A.M.
A ZWX Express Bus Service official launch event is scheduled for Tuesday, November 10th at 10:00 a.m. in Wendell. The event will be held at the historic Post Office across the street from the bus parking lot. There will be a ceremony, refreshments, and a bus ride to Zebulon and back.
ITEM 4. FREE FARE PERIOD FOR THE ZWX EXPRESS BUS SERVICE THROUGH NOVEMBER 30TH
The Zebulon/Wendell-Raleigh Express will run at peak commute times: Monday-Friday 6 a.m. to 9 a.m. and Monday-Friday 4 p.m. to 7 p.m. After the initial fare free period, the fare for the route is $2.50 per one-way trip or $5.00 per round-trip. There will be an introductory FARE FREE period from October 26th through November 30th.

ITEM 5. HAZARD MITIGATION UPDATE
Staff received notification that FEMA passed the town’s Hazard Mitigation Plan on November 3rd, as submitted. Since the plan has been found to be in compliance with federal law, the town can now submit the adopting, resolution and FEMA will then issue a formal letter of adoption.
ITEM 6. 2010 CENSUS COMPLETE COUNT KICKOFF EVENT – THURSDAY, NOVEMBER 19TH AT 4:00 P.M.
The Census Bureau is collaborating with local municipalities in Wake County to hold 2010 Census Kickoff events at the County’s Regional Centers. The kickoff event for Eastern Wake County will be held in the Eastern Regional Center on November 19th from 4-6 p.m. The purpose of the meeting is to educate the public of the importance of census data and to bring community leaders together in support of the 2010 census. All elected officials are encouraged to attend.
ITEM 7. STREETSWEEPER PICTURES

ITEM 8. CONSTRUCTION PROJECTS AT A GLANCE
The following is the bid schedule for various town projects:

Due to a clarification needed for ARRA Crosswalk Project on Third/Main Street, the bid opening has been moved from Thursday the 5th at 2:00 until Tuesday the 10th at 2:00 p.m.
The USDA RBEG Downtown Sidewalk Project is currently being designed by McKim & Creed.
ITEM 9. STATUS OF FEASIBILITY STUDY FOR NEW SENIOR CENTER BUILDING, POSSIBLE RENOVATION OF CURRENT BUILDIGN FOR POLICE STATION
At its August 24, 2009 meeting, the Town Board approved an agreement for Architect Tony Johnson to develop two architectural feasibility studies for a not-to-exceed cost of $4,200. The two architectural feasibility studies (one for the Senior Center addition and one for the renovation of the current Senior Center space) are required to pursue loan funds with USDA Rural Development.
Since August, the town has submitted pre-applications to USDA for the two possible projects (this was necessary for USDA to create files for the potential projects). Also, Tony Johnson has prepared and the town submitted “scoping documents” for the NC Clearinghouse (NC Department of Administration). These scoping documents are required for all state and local building projects, and the preparation of these documents was included in Mr. Johnson’s scope of services.
NOTE: The NC Clearinghouse manages the N.C. Intergovernmental Environmental Review process. The primary purpose of the process is to notify potentially affected state/local agencies and the public of proposed state/local development activities. Further, the process offers a means for agencies with expertise and/or the public to review the environmental assessment/impact documents prepared for the proposed activity and offer comments regarding the adequacy/accuracy of the impact analysis.
Currently, Mr. Johnson is working on a preliminary plan for the renovation of the current Senior Center building for use as a Police Station. Once this is complete, Mr. Johnson will finalize the feasibility studies and report back to the Town Board. At that point, the Town Board may decide if it wishes to move forward with full loan applications to USDA for these projects.
ITEM 10. ARCHER LODGE INCORPORATION
Archer Lodge will become a town. The News & Observer reports that of the 725 voters Tuesday, 418 people voted in a referendum in favor of incorporation, and 307 voted against. When the community becomes a town, it will have about 3,400 residents and cover about two square miles.
ITEM 11. UPDATE ON STORMWATER ORDINANCE / INTERLOCAL AGREEMENT
As you are aware, the town’s Stormwater Ordinance passed its second reading on July 27, 2009 and will become effective upon the execution of the inter-local agreement between Wake County and the town for administration and enforcement of the ordinance. The Stormwater interlocal agreement was approved by the Town Board on August 24th. Consideration of the agreement by Wake County (as well as a similar agreement with Rolesville) is tentatively scheduled for either the December 7th or 21st meetings of the Wake County Board of Commissioners.
ITEM 12. DROUGHT UPDATE
Wake County and 28 other NC counties are currently in the “Moderate Drought” category. 21 counties are in the “Abnormally Dry” category. The latest drought advisory map is available online at http://www.ncdrought.org/.
ITEM 13. RECREATION NEWS

The new lights and fence were recently installed on Doug Proctor Field. Pictures do not give the improvements justice. Stop by sometime to see the improvements when you get a chance.

Recreation Director Brinkley Wagstaff reports the participation level in the town’s youth basketball league is on par with last year (330 participants).

The 2009 Men's Slow-pitch Polar Bear Softball Tournament (wood bats only) will be held November 14-15, 2009. The entry fee is $200 per team. Interested teams can contact Kelley Connolly at 366-2266 for more information.
ITEM 14. OTHER

The Wendell Falls interchange opened on Wednesday, November 4th.

A copy of the 2008-09 Audit for the Wendell Fire Department has been received by the town. A copy of the audit can be reviewed in the office of Town Clerk Jonnie Driver.

The Town of Wendell (in conjunction with the Wendell Historical Society) will hold a meeting on November 19th at 6:00 p.m. to inform property owners within the town’s two national register historic districts about the tax benefits available. During this meeting, there will be two short presentations: one on tax credits for historic renovation work and the other on the Secretary of the Interior’s standards for renovation.
