ITEM 1. UPDATE ON ARRA PROJECT – BUFFALO AND THIRD STREET SIDEWALK PROJECT
As previously shared with the Board in an email this week, NCDOT and the Federal Highway Administration have issued the Town of Wendell construction authorization for Project # EL 5100 EB, the ARRA project involving sidewalk and curb and gutter improvements on Third Street and Buffalo Street. The amount authorized for the sidewalk design / construction is $470,000. The design work has already been completed.  The town is required to have the construction contract for this project signed by the end of the year.

ITEM 2. NCLM CONFERENCE TO START THIS WEEKEND
The NC League of Municipalities annual conference will begin this weekend in Greenville. The focus areas for the conference are:
ITEM 3. NCSU ARCHITECTURAL DESIGN WORKSHOP HELD IN WENDELL ON WEDNESDAY, OCTOBER 21ST
On Wednesday, October 21, 2009, students from NCSU’s School of Architecture visited with the Mayor, citizens and staff concerning a joint project between Wake County’s Housing and Community Revitalization Department and NCSU. The Towns of Wendell, Wake Forest and Cary were chosen by the students as communities with strong downtown character with which to support downtown living. Professor Tom Barrie and graduate students toured Wendell’s downtown gathering town history as well as discussing elements of the town’s comprehensive plan for future redevelopment in the downtown core.
The project will focus on national and international housing best practices and designs for a range of housing models that would be suitable for a community such as Wendell. Issues such as environmental, social and cultural sustainability will be basic components under consideration during the design of each project area. The project will include a number of workshops, and outcomes will be documented and supplied to Wake County and the project communities for their use, if desired. The findings are scheduled to be completed at the end of NCSU’s spring semester.           
ITEM 4. FREE FARE PERIOD FOR THE ZWX EXPRESS BUS SERVICE FROM OCTOBER 26TH – NOVEMBER 30TH
The Zebulon/Wendell-Raleigh Express (ZWX) route will begin on Monday, October 26th. Triangle Transit staff will be on-site at the parking lot and on the buses to answer the questions of riders.
The Zebulon/Wendell-Raleigh Express will run at peak commute times: Monday-Friday 6 a.m. to 9 a.m. and Monday-Friday 4 p.m. to 7 p.m. After the initial fare free period, the fare for the route is $2.50 per one-way trip or $5.00 per round-trip. There will be an introductory FARE FREE period from October 26th through November 30th.

ITEM 5. OFFICIAL LAUNCH EVENT – ZWX EXPRESS BUS SERVICE – TUESDAY, NOVEMBER 10TH AT 10:00 A.M.
A ZWX Express Bus Service official launch event is tentatively scheduled for Tuesday, November 10th at 10:00 a.m. in Wendell. There will be a ceremony, refreshments, and a bus ride to Zebulon and back.
ITEM 6. RALEIGH DELAYING NEW WATER BILLING SYSTEM UNTIL JULY 2010
The City of Raleigh has announced that it is delaying the implementation of its new water billing system until July 2010. The Board of Commissioners received a presentation about the new billing system / format at the September 14th meeting. The implementation was originally scheduled for November 2009.


ITEM 7. RECREATION NEWS

  1. On Sunday October 25th, Junior Girl Scout Troop 1434 will be installing some new plant material around the Wendell Park sign located on Third Street (at the entrance of the park). Stephanie Hawk has organized this community service project for the troop. Thanks to Troop 1434 for its efforts.

  2. The 2009 Men's Slow-pitch Polar Bear Softball Tournament (wood bats only) will be held November 14-15, 2009. The entry fee is $200 per team. Interested teaks can contact Kelley Connolly at 366-2266 for more information.


ITEM 8. OTHER

  1. Rep. Darren Jackson will hold a town hall meeting at the Zebulon Municipal Complex on Thursday, October 29, 2009 at 7:00 p.m.  The purpose of this town hall meeting is to answer questions and hear constituent concerns.

  2. The Town of Wendell (in conjunction with the Wendell Historical Society) will hold a meeting on November 19th at 6:00 p.m. to inform property owners within the town’s two national register historic districts about the tax benefits available.  During this meeting, there will be two short presentations: one on tax credits for historic renovation work and the other on the Secretary of the Interior’s standards for renovation.
