Board of Commissioners Friday Update

January 16, 2009

ITEM 1. MARTIN LUTHER KING, JR. DAY CLOSINGS, EVENTS & POSTPONEMENTS
Town facilities will be closed on Monday, January 19th for the Martin Luther King, Jr. Day holiday.
The annual Martin Luther King, Jr. Day Breakfast will be on Monday, January 19th at 8:00 a.m. at Wendell Baptist Church. Tickets are available through ministers of local churches. The manager has a couple of tickets if commissioners need some.
The regularly-scheduled Planning Board meeting (Monday, January 19th) has been changed to Tuesday, January 20th at 6:00 p.m., due to the holiday.

ITEM 2. FOUR ECONOMIC DEVELOPMENT FINALISTS CHOSEN
As previously communicated, eight submissions to the town’s Request for Qualifications for Economic Development Services were received last week. The following four finalists were chosen by staff:
Firm / Individual Location
Holland Consulting Planners Wilmington, NC
Greenfield Consulting Williamston, NC
Bear Strategies / Leak-Goforth Cary / Raleigh, NC
Sanford Holshouser Cary, NC
The finalists will make presentations at the January 26th board meeting.

ITEM 2. JOINT LEGISLATIVE STUDY COMMISSION ON MUNICIPAL ANNEXATION MEETING
The next meeting of the Joint Senate and House Study Commission on Municipal Annexation will be on January 22nd at 10:00 am in Room 643 of the Legislative Office Building. At this meeting, the commission is expected to be presented with and vote on a proposed recommendation.

ITEM 3. NC LEAGUE OF MUNICIPALITIES REGIONAL LEGISLATIVE UPDATE –
The NC League of Municipalities will hold 10 regional legislative updates around the state during January. Mayor Broadwell and Manager Bone plan to attend a regional update at 10:00 a.m. in Pinehurst on January 21st (instead of the Wilson meeting, even though it is a little further away) due to a conflict with the Carolantic Realty annual Commercial Real Estate Conference, which starts at 4:30 p.m. on January 21st.

ITEM 4. INFORMATION ABOUT THE FEDERAL STIMULUS PACKAGE
It is the manager’s understanding that, among other things, the stimulus package will be discussed at the NCLM Regional Update.

Additionally, the mayor and manager will be attending an Inaugural Congressman Brad Miller Town Hall Meeting, which is scheduled for Monday, January 20, 2009.  Mayor Broadwell and the manager hope to make contacts with Rep. Miller’s staff and have discussion with them concerning the stimulus package.

Congressmen Miller, Price and Etheridge spoke about their ideas for a stimulus package on January 13th. Click here to view a video report of the event.

Congressman Etheridge reports that school construction will be a part of the stimulus package, in part due to his efforts. A January 16th News & Observer article (online here) states that $26 billion is currently in the stimulus package bill for school construction. Rep Etheridge states that this will mean $448 million for projects in NC.

On January 15th, the Senate voted to release the $350 billion left in bailout funds and Congressional Democrats outlined plans for a $825 billion fiscal recovery plan. The stimulus package involved in the plan includes huge increases in spending on education, aid to states for Medicaid costs, temporary increases in jobless benefits and a vast array of public works projects to create jobs. The general concept of the $825 billion bailout is to have roughly $550 billion in spending and $275 billion in tax cuts over two years. Some of the other major components of the plan include $87 billion for a temporary increase in aid to states for Medicaid costs; $79 billion in aid to local school districts and public colleges to prevent cutbacks; $90 billion in infrastructure spending, and $54 billion to encourage energy production from renewable sources. ITEM 5. STATE PLANS FOR STIMULUS PACKAGE / RESPONSE TO REVENUE SHORTFALL
This week, Governor Perdue lobbied Congressional leaders for aid to help with the State’s budget crisis. The State receipt of federal aid is crucial for NC local governments as we hope to retain state-shared revenues that the State has used in the past (last time in 2002) to pay for their own revenue shortfalls. Governor Perdue is banking on $900 million from the federal government that will go primarily toward Medicaid. Governor Purdue announced another $1.1 billion in cuts that, along with the desired federal aid, would fill the $2 billion State revenue gap. Governor Perdue hopes to cover the budget gap without tapping the state's rainy-day fund of about $790 million. She wants to hold that money in the event of a hurricane, ice storm or more severe budget problems next year. Click here to read the N&O article.

ITEM 6. TENTATIVE DATES FOR RETREAT AND BUDGET WORK SESSION
Thursday, February 19th has been tentatively set as a retreat date by Mayor Broadwell. Tuesday, April 14th has been tentatively set for a budget work session. Please let the manager know as soon as possible if you have any conflicts with these meeting dates.

ITEM 7. TIME WARNER CABLE MEETING
Officials from Time Warner Cable held a meeting with downtown merchants on Wednesday to discuss the opportunity of hooking onto a fiber optic communications system when the lines to serve the town buildings are installed. Time Warner Cable staff additionally plans to contact downtown merchants individually about this opportunity.

ITEM 8. INFORMATIONAL MEETING ABOUT HISTORIC DISTRICT NOMINATION TO BE HELD ON FEBRUARY 5TH
An informational meeting regarding the nomination of a national register historic district for the Wendell Boulevard areas has been scheduled for Thursday, February 5th at 6:00 p.m. in the Wendell Courtroom.  The public information meeting is meant primarily to inform people who own property (within   the district boundary) what the register listing means and what it does not mean in regard to their property.  However, it is open to the general public. Notice of the meeting will be sent by mail on the 23rd for those owning property inside the boundary area in addition to a general notice that will be published in the Eastern Wake News.
