Board of Commissioners Friday Update

ITEM 1. HARVEST FESTIVAL AND RELATED EVENTS – A PERSONAL NOTE
As first time attendees, my family and I thoroughly enjoyed the Harvest Festival. The weather was perfect, and the event seemed to be very successful. I look forward to hearing a report from the Chamber about this year’s events.
The “Friday Memo” is being distributed on Sunday this week, due to the fact that I volunteered at the Doug Proctor Memorial Golf Tournament on Friday afternoon and participated in the Harvest Festival festivities over the weekend.
Thanks to all of the town employees (particularly the Public Works and Police Department employees) who worked so hard before, during and after the festival.
The Doug Proctor Golf Tournament went extremely well on Friday, and the concert on Thursday (with the Craig Woolard Band) was enjoyed by many. During the concert, the Proctor family announced that Doug Proctor Foundation would give $10,000 to the Recreation Department’s Capital Campaign. Thanks to the Proctor family for all that they do in support of Wendell and the Wendell recreation program.
ITEM 2. UPDATE ON LITTLE RIVER RESEVOIR WATERSHED PROTECTION INTERLOCAL AGREEMENT
The Wake County Board of Commissioners is scheduled to discuss and vote on the Little River Reservoir Protection Interlocal Agreement at its meeting on Monday, October 6th at 2:00 p.m. The Wendell Board of Commissioners adopted the agreement at the December 10, 2007 meeting. The agreement has not yet been signed. The Wake County Commissioners had concerns about the density and zoning restrictions in the interlocal agreement. The county commissioners asked the county planning board to review the restrictions, and the planning board recommended some less stringent zoning regulations. It is the manager’s understanding that if this version of the agreement is adopted by the county commissioners, it will return to the municipalities involved for review of the new zoning regulations and re-adoption by the various governing bodies.

On a somewhat related note, the Town of Rolesville has requested an extension of its ETJ into the Little River Reservoir watershed area. The county planning board discussed this item at its meeting on October 1st. The item was tabled.
ITEM 3. POSSIBLE BOARD OF COMMISSIONERS RETREAT – WEDNESDAY, OCTOBER 22ND
Staff has not heard from anyone who has a conflict with the proposed October 22nd retreat date. Please let us know if you do have a conflict. Mayor Broadwell is working on the agenda. The agenda and schedule will be shared with the board as soon as it is finalized. If you have any suggestions for retreat topics, please share them with Mayor Broadwell or the manager.
ITEM 4. BLUE RIBBON MEETING ON THE FUTURE OF WAKE COUNTY
On Thursday, October 4th, Mayor Broadwell and the town manager attended the quarterly Blue Ribbon Committee Meeting on the Future of Wake County. The focus of this session was about transportation and transit service. Bill #2363 (Intermodal Transportation) is the bill to keep an eye on next spring, which would create an additional ½-cent sales tax to support transit funding.
ITEM 5. TRIANGLE TRANSIT GRANT APPLICATION FOR BUSES TO SUPPORT BUS SERVICE IN EASTERN WAKE COUNTY NOT APPROVED
As was previously reported, Triangle Transit’s application for a statewide JARC grant to purchase over-the-road coaches for the Eastern Wake Express bus service was not approved. However, Triangle Transit is continuing to plan for service implementation by the beginning of FY2010.
Triangle Transit is beginning conversations to look for alternatives to purchasing the vehicles to operate this bus service. Triangle Transit plans to apply for Capital Area MPO JARC funds (anticipated application early 2009) to assist with operating costs of the service.
Triangle Transit also plans to meet with NCDOT to explain why we believe this service meets the intent of the program so that we can re-submit for their next round of funding (anticipated application this fall/winter).
It is the intent of Triangle Transit to continue the planning efforts for the Eastern Wake Express service. To this end, a meeting with the staffs of Wendell, Zebulon and Knightdale is tentatively planned for late October or early November.
ITEM 6. SIDEWALK AREAS OF CONCERN
Staff would like your input about specific areas of concern that you have for the sidewalk maintenance around town, as well as high priority areas for new sidewalks. Your input is desired as staff works to prepare a draft scope of work for the USDA Rural Development Rural Business Enterprise Grant (RBEG) that was discussed with the board at the July 14th meeting. A “Safe Route to Schools” grant program through the NC Department of Transportation may be another funding source to explore.
ITEM 7. DROUGHT STATUS UPDATE
All of Wake County has now been moved out of the lowest drought category designation, the “Abnormally Dry” category, due to recent rain.
ITEM 8. OTHER:
A. The NC League of Municipalities Annual Conference will start on Sunday, October 12th. Mayor Broadwell, Commissioner Connolly and Town Clerk Jonnie Driver will be attending.
B. Wendell Falls opended a temporary welcome center on October 1 at the corner of Poole Road and Martin Pond road on the east side of Wendell Falls. This welcome center will serve as the headquarters until the permanent welcome center opens near the interchange this spring.
C. Dr. Clayton has activated a preliminary website (
http://www.actsmedicalclinic.com/) for Wendell citizens to access concerning his practice.
