Board of Commissioners Friday Update

ITEM 1. PUBLIC SAFETY DAY SATURDAY
The Wendell Police Department will hold its 2nd Annual Public Safety Day on Saturday, May 8, 2010 at Campen & Depot Streets downtown from 10:00 a.m. until 4:00 p.m. This event will compliment the Downtown Sidewalk Sale and Wendell Farmers’ Market. Everyone is encouraged to come out and enjoy the fun!
ITEM 2. CAMPO PRIORITIES SUBMITTED
The town’s road priorities, which were discussed and voted upon in a Special Called Meeting on Thursday, May 6th, were shared with the Capital Area Metropolitan Planning Organization (CAMPO) today. The top priorities were as follows:
Eagle Rock Road / Rolesville Road / Wendell Bouleveard Realignment Improvements

- Wendell Boulevard Improvements

- Marshburn Road Improvements

- Wendell North Side Connector
|
- Paving of Richardson Road

The Capital Area MPO currently has an anticipated $10 Million in unobligated Surface Transportation Program – Direct Attributable (STP-DA) funds for FY 2011. The MPO's Executive Board (TAC) has directed CAMPO staff to work with member agencies to develop a list of recommended projects for FY 2011. The town submitted the above priorities for consideration for funding. The first four potential projects involve design and environmental reviews. This would need to be performed for these projects before construction funds are sought. Funding for any study work would not guarantee construction funding.
A 20% local match would be required if any project was approved. The town would also have to front the projects costs, be reimbursed for the state/federal/other share(s) on a periodic basis (typically monthly).

Thurs. 5/6 Merger Communities Meeting with CORPUD
About Pro Forma’s
Thurs. 5/6 Regular Meeting with Wake County Economic Development
CORPUD Meeting – The managers of the CORPUD merger towns met with Raleigh City Manager Russell Allen and some CORPUD staff. Raleigh reviewed the reasons for the mergers and discussed how the CORPUD and the pro forma’s have been affected by the drought and economic challenges. The status of each town’s merger pro forma was briefly discussed.
Wake Co. Economic Development Meeting – This is a new venture of Wake County Economic Development – a gathering of economic developers (and managers for those communities without a dedicated economic developer) from across Wake County. Hopefully, this group will become a good opportunity to learn more about various economic development resources.
ITEM 4. ARRA PROJECT – # 5100-EB – BUFFALO AND THIRD STREETS – Turner Asphalt worked started pouring concrete for the curb and gutter on Buffalo Rad and worked on building up the shoulder of the road, as well.
ITEM 5. RBEG DOWNTOWN PROJECT UPDATE
A pre-bid meeting for the USDA Rural Business Enterprise Grant (RBEG) project for downtown sidewalk improvements was held Thursday. It was reported that about 10 people representing at least 6 or 7 possible bidders were present at the meeting, so the town hopes to have competitive bids for the project.
ITEM 6. COMMITTEE NOTES
The following is an update of committee assignments, information and action:
The committee met on Thursday, April 22nd.
At the April 26th Board meeting, Commissioner Fuller said the May Public Works, Facilities and Infrastructure Committee meeting would be scheduled following a meeting that the City of Raleigh Manager called with the managers of the merger communities about the pro forma.
UDO Ad Hoc Sub-Committee
The UDO Ad Hoc Sub-Committee held its last scheduled meeting on May 3rd.
The UDO will be presented to the Planning Board on May 17th and to the Board of Commissioners on May 24th. A public hearing on the UDO is scheduled for the June 28th Board of Commissioners meeting.
Downtown Sub-Committee
At the April 14, 2010 Board of Commissioners meeting, Commissioner Gray reported the committee decided to apply to the Main Street Program next summer rather than the Small Main Street Program this year. She said the Downtown Revitalization Group would be forming some by-laws, forming a 501(c)(3), seating a Board of Directors and getting started.
The Downtown Sub-Committee meeting scheduled for May 3rd was postponed until after the Board of Commissioners’ deliberation on the budget.
The Fiscal / H.R. Committee met on Tuesday, April 27th at 4:30 p.m. The meeting was recessed until Thursday, May 6th at 4:30 p.m.
The May 6th recessed meeting was held, and the committee provided additional input on the draft budget.
The next Law Enforcement and Recreation Committee meeting will be held on Monday, May 10, 2010 at 4:00 p.m. in the Wendell Courtroom. Andrew Meyer, with Wake Co. 4-H, will talk at this meeting about some no- to low-cost community programs (mentoring, activity and leadership programs) that could be brought to Wendell.
The East Wake Gang Forum will have a special community meeting on May 27th at 6:00 p.m. at Wake Chapel Baptist Church in Zebulon.
The Poe Center and the Town of Wendell / Wendell Police Department will host a “Drugs Uncovered” event on Wednesday, June 2nd from 6:30 to 8:30 p.m. at the Wendell Community Center.

ITEM 8. TOTAL CONNECTION NEWS SHOW STARTED LAST WEEK
The Total Connection Kids News Show (previously discussed in the Friday Memo) started last week on East Wake TV. The news is taken from the Total Connection newspaper and read by students from the area middle schools. It is planned that two shows will be taped monthly. The shows are scheduled to run at 3:30 p.m. and 6:30 p.m. daily.
ITEM 9. OTHER
Wake County will have a Groundbreaking Ceremony for the Wake County Justice Center (200 S. Salisbury Street, Raleigh) on Monday, May 10th at 1:00 p.m.
The City of Raleigh will dedicate the Dempsey Benton Water Treatment Plant (2315 Benson Road, Garner) at 11:00 a.m. on Wednesday, May 12th.
May is National Stroke Prevention Month. A Life Line Screening representative will be conducting a free informational session (for the public) on health and wellness on Thursday, May 13th at 9:00 a.m. at the Wendell Community Center. The risk factors and warning signs for strokes will be the focus of the informational session.
Triangle J's 50th Anniversary Forum (with keynote speaker Michael Rogers, The Practical Futurist) will be on Thursday, May 20, 2010 from 8:00 a.m. - 2:30 p.m. at the Sheraton Imperial Hotel & Convention Center in Durham. For information, contact Marla Dorrel at mdorrel@tjcog.org or at 919-558-2706. The cost is $40 per person.
The Triangle J COG will also celebrate its 50th anniversary by hosting an anniversary reception on Friday, May 22, 2010 from 7:30 p.m. – 9:30 p.m. at the NC Museum of Art. The cost is $30 per person.

http://www.poehealth.org/) and the Town of Wendell / Wendell Police Department will host a “Drugs Uncovered” event on Wednesday, June 2
nd from 6:30 to 8:30 p.m. at the Wendell Community Center. The event will involve an interactive session where current drug and alcohol trends in our community (as well as strategies for equipping our kids with the skills they need to continue to make healthy choices) are explored. Parents and anyone who works with youth are encouraged to attend. The event (for adults only) is free and open to the public. Seating is limited. Spaces can be reserved by email (sent to
