ITEM 1. TOWN FACILITIES CLOSED / HOURS ADJUSTED FOR THE HOLIDAYS
All town facilities will be closed on Friday, January 1st for the New Year’s Day holiday.
ITEM 2. ECONOMIC DEVELOPMENT WORK SESSION – THURSDAY, JANUARY 7TH AT 2:00 P.M. AT THE COMMUNITY CENTER
The Board of Commissioners will hold an economic development work session with Holland Consulting Planners at 2:00 p.m. on Thursday, January 7th at the Wendell Community Center. The purpose of the meeting is to provide a status report on economic development projects and to discuss Board goals and priorities in regards to economic development.
ITEM 3. FISCAL / HUMAN RESOURCES COMMITTEE MEETING – TUESDAY, JANUARY 5TH AT 10:30 A.M. IN CONFERENCE ROOM OF TOWN HALL
Commissioner Hinnant has scheduled a Fiscal / Human Resources Committee Mtg. for Tuesday, January 5th at 10:30 a.m. The meeting will be in the conference room. The purpose of this meeting is be to discuss the budget process and how the committee will be integrated into the development of the 2010-11 Budget.
ITEM 4. “TOW FITNESS CHALLENGE”
Recreation Department employee Kelly Connolly has organized a Town of Wendell (or “TOW”) Fitness Challenge. The kick-off event was held today. This will be a one-year program to encourage healthy lifestyles and choices, weight loss and exercise, with a maintenance program at the end of the year. The program will include periodic emails with recipes, exercises and encouragement.

Snap Fitness opened in Knott Square on Monday. The Grand Opening is scheduled for January 9th.
Congratulations to Robert Holst and Robert Helms, who were named this week as the Public Works Department Crew Leaders.
The new dugouts at the Doug Proctor Field are in the process of being built. The concrete has been poured, the posts installed, and the roof built.
Staff is working to get the street clock downtown repaired.
Consideration of the Wendell’s stormwater interlocal agreement with Wake County is now set for the Monday, January 4th meeting of the Wake County Board of Commissioners.

Merry Christmas!
ITEM 1. TOWN FACILITIES CLOSED / HOURS ADJUSTED FOR THE HOLIDAYS
All town facilities will be closed from Thursday, December 24th through Sunday, December 27th for the Christmas holiday.
Since there are no events scheduled for the nights of Wednesday, December 23rd, Wednesday December 30th and Thursday December 31st, the Wendell Community Center will close at 5:00 p.m. on those nights.
ITEM 2. SUCCESS WITH CAPITAL TREE AWARD PROGRAM
Tree Board Chairman Warren Boyette reports that the town’s two applications to the Capital Tree Award program were successful, as were two private applications from Wendell. The Capital Trees Program recognizes the largest, rarest, oldest and prettiest trees of various species.
As you recall, based on the Tree Board’s recommendation, the Town Board approved two applications to this program at its August 24, 2009 meeting. The Tree Board nominated a large oak tree (near the batting cage area at the large ballfield), as well as a grove of pecan trees (on the former Clark property). Mr. Boyette is an arborist and prepared the town’s nomination applications.
The Capital Tree Award program is administered by the Triangle J Council of Governments. Presentation of these awards will be scheduled for a future Town Board meeting (probably in February).
ITEM 3. OTHER
The town acquired some surplus office furniture (chairs and cabinets) today free of charge today from Square D.

Congratulations to Public Works Director Alton Bryant, who has been selected and has agreed to serve on the Wendell Chamber of Commerce Board of Directors.

Consideration of the Wendell’s stormwater interlocal agreement with Wake County is now set for the Monday, January 4th meeting of the Wake County Board of Commissioners.

The Recreation Department is adding a new recreation program – Girls Volleyball. The registration deadline is February 4, 2009. All games and practices will be held on Tuesday nights in the gym of the Wendell Community Center.

Useful information
The holiday season brings joy to many of us in Wendell. It also brings out the bad occasionally. I would like to take this opportunity to remind everyone of a few simple things to help you stay safe and protect your property. Criminals use the season of giving as a chance to exploit citizens for their gain.
Red flags to look and listen for:
- You have won a prize or opportunity but you must send money for shipping or taxes.
- No written information is available about the company or group represented.
- You are offered unsolicited design or construction work.
- Your credit card or checking account number is requested.
- You must sign up now or never.
Here's a few ways to protect yourself:
- Never allow anyone into your home that you do not personally know.
- Lock your doors.
- Stay alert and aware of your surroundings as you shop and travel.
- Never give out your number of your credit card, bank account, Social Security, Medicare or any other numbers or identifying information.
- Never go with a stranger to any location. A suggestion is often made to go to your bank to withdraw funds.
- Forward any suspicious mail to the postal inspector.
- Ask for full business documentation then take a few days to verify all details such as license, bond, insurance and references.
- If it sounds too good to be true, it usually is.
- Report suspicious people to the police.

ITEM 1. STAFF IN WINTER WEATHER MODE
Staff prepared on Thursday and Friday for the possible effects of the winter weather forecast for Friday and Saturday. Vehicles in all departments were filled with gas, the Public Works Department checked equipment and supplies, and other preparation was completed. We should be ready to react if bad weather arrives.
ITEM 2. CANDLELIGHT CHRISTMAS TOUR AND CARRIAGE RIDES – SATURDAY, DECEMBER 19TH
The Wendell Historical Society’s 2nd Annual Candlelight Christmas Tour will be held on Saturday, December 19th from 3:00 to 8:00 p.m. Tickets are $10 in advance and are available at several locations around town.
Horse-drawn carriage rides will also be available. Rides will be held 4:00 to 7:00 p.m. Adult tickets will be sold the day of tour for $5, and tickets for children 10 years and under will be $2. The carriage rides are non-stop and will start and end at the Historic Post Office.
ITEM 3. STAFF WORKING ON POSSIBLE ENERGY GRANT THROUGH ARRA STIMULUS FUNDS
As part of the federal American Recovery and Reinvestment Act (ARRA), the State Energy Office (SEO) is soliciting proposals from local governments to encourage energy conservation and economic investment in energy technologies. AARA and the U. S. Department of Energy guidelines require that projects funded adhere to a number of reporting and project implementation standards.
Eligible projects include:
lighting retrofits;
installation of lighting control technology;
steam trap survey, repair and/or replacement (excluding boilers);
retro-commissioning of HVAC equipment and energy management systems;
basic weatherization;
installation of premium efficient motors and/or drives; and
heating and conditioning analysis, optimization and repair
It is hoped that if the Board approves an application to this program, grant funds could help replace the HVAC system in the town hall, which was included in the 2010-14 Capital Improvement Plan.
Highlights of the scope of work and project include:
Maximum award to each participant is limited to $200.000.00;
Projects must be feasible, with strong, demonstrated economic return on investment including the use of local contractors for implementation;
A current Strategic Energy Plan must be submitted to the State Energy Office;
Participants with approved projects will receive reimbursement for submitted paid invoices. Invoices are to be submitted monthly;
Criteria for evaluating proposals are based on a maximum of 125 points. At least 85 points are required to qualify for an award.
Town staff requested Waste Reduction Partners (approved by the State Energy Office) to assist with an audit of the town’s energy consumption. To date, energy usage data collected has been analyzed and a site energy audit was conducted. This information is required for preparation of the required Strategic Energy Plan.
A presentation to the Board of Commissioners on this possible opportunity is planned for a January Board of Commissioners meeting.
ITEM 4. 2009 BUILDING PERMITS / GROWTH (JANUARY – NOVEMBER)
From January through November 2009, permits have been obtained for 30 new single family homes in Wendell. Improvements for these permits have an estimated value of $5,322,349. Based upon a tax rate of $0.49, the additional tax revenue from these homes is estimated to be $26,079.
ITEM 5. TOWN SEEKING INFORMAL BIDS ON RENOVATION TO “JAIL”
The town is accepting informal bids to renovate the “jail” space of the Police Department, which is currently used for records storage. The work planned includes taking-out the cell bars and bed platforms in the “jail” space and adding walls and lighting. The renovated space will be used in a more efficient way for more secure evidence storage and file storage. The cost of this project was included in the “Public Buildings and Grounds” portion of the 2009-10 Budget and is estimated to be less than $5,000.
ITEM 6. RECREATION DEPARTMENT ADDING GIRLS VOLLEYBALL PROGRAM
The Recreation Department is adding a new recreation program – Girls Volleyball. Three leagues are planned:
7-9 year-olds (Hot Potato League)
10-12 year-olds (Junior League)
13-14 year-olds (Senior League)
The registration deadline is February 4, 2009. All games and practices will be held on Tuesday nights in the gym of the Wendell Community Center.
ITEM 7. OTHER
The sign for the town’s express bus service parking lot was installed last week.
The December 21st Planning Board Meeting has been cancelled.

The Chamber of Commerce and Woman’s Club will hold their second annual art exhibit Friday, January 22nd through Sunday, January 24th. The opening reception will be at 6:00 p.m. on Friday, January 22nd at the Wendell Woman’s Club. This year’s theme is “Animals in Art”, and the theme is designed to raise awareness of the Society for the Prevention of Cruelty to Animals (SPCA) of Wake County.

ITEM 1. PLANNING BOARD MEETING – MONDAY, DECEMBER 21ST
The agenda for the December 21st Planning Board meeting is at the end of this Friday Memo. The Preliminary Plat for the Village of Wendell is on the agenda.

ITEM 3. COUNTY COMMISSIONERS PASS AFFORDABLE HOUSING POLICY
The County Commissioners passed an affordable housing policy this week that states Wake County will award funding commitments “only to affordable housing developments within municipalities that contain less than the current County average (3.9%) of subsidized housing. The County will consider funding housing developments if municipalities exempt themselves from this policy via written notice that the development is desired in the city or town”.

To date, the average is about 55 passengers per day. The fare free period ended on November 30th. The ridership is down a bit starting this week, but ridership decreases across the entire Triangle Transit system this time of year, so it’s not clear at this point what effect (if any) applying the fare has caused.
ITEM 5. CODE OF ETHICS REQUIREMENT – FROM 2009 LEGISLATIVE SESSION
As you may recall, the NC General Assembly passed a law in the 2009 session (SESSION LAW 2009-403, HOUSE BILL 1452 or G.S. 160A-83 and G.S. 160A-84) that requires governing boards of cities, counties, local boards of education, unified governments, sanitary districts, and consolidated city-counties to adopt a resolution or policy containing a code of ethics. It is believed that the town’s Code of Ethics (adopted Julty13, 2008) complies with this requirement.
The law also requires:

Each board member to receive two (2) clock hours of ethics training by January 1, 2011.

Subsequent training will be required of elected officials after each election.
The new Commissioners have received / will receive ethics training as part of the Essentials of Municipal Government workshop they have taken / will take. Additional ethics workshops will be offered across the state beginning in March 2010. (A schedule will be published in December 2009 in the NCLM’s Southern City publication and on the NCLM and School of Government websites.) A webinar will be developed for those unable to attend other training opportunities.
